A roomfaq is tied to some particular room; it can't be used outside of that room, unless what you're asking is to make it a global faq (like !faq rng).

Sorry, but why would you want a global faq that just says "cry about it", when you are fully capable of writing it yourself [although you shouldn't be rude to others in battle]? Global faqs are for providing easy access to useful resources across the simultator. If someone is being annoying, just use the ignore opponent function or /ignore. If they get violent or spammy, just report them, they shouldn't be doing that. This suggestion seems overall not useful, rfaqs like this one only work on a public chat room and when used by staff, not on a battle with two users.
