I have a Manaphy with AWESOME IVs all around[most of them in the high 20s], but sadly it's Hasty instead of Timid. I was thinking of using this:

Manaphy @ Leftovers
Hasty
EVs: 252 Speed / 252 SpAtk / 4 HP
- Surf
- Ice Beam
- Tail Glow
- Energy Ball

As you can see this is a pure special set, but I really want to make use of its good Atk stat also, so should I replace Surf with Waterfall and give it this EV spread?: 252 Speed / 192 Atk / 64 SpAtk. Also, does Manaphy usually need HP EVs?

Should I use Waterfall for a mixed or Surf for pure special?
