Male Meowstic can learn gender-exclusive moves regardless of actual gender. Examples include future sight and magical leaf. Female Meowstic does not have the same issue.
Are you able to replicate it? If so, how?
Yes, go to teambuilder and simply pick the gender-locked moves with a male Meowstic in any gamemode. It will validate and be usable in battles.
