[Overview]
Milotic is often thought a pokemon that lacks power and physical defense thanks to it's so-so 79 base def, because of that; it is in the UU section. But this moveset will throw away the unsafe sensation when using this "Beautiful" Pokemon and might give your opponent nuts too.
name: Scales of Doom
move 1: Surf
move 2: Ice Beam
move 3: Recover
move 4: Hypnosis
item: Flame Orb
ability: Marvel Scale
nature: Bold
evs: 252 HP/ 128 SpD / 128 Def
[Set Comments]
Hypnosis and Recover are probably the only ways of destroying your opponents with ease, when you're low on HP, just recover the damage you've taken from the burn or opponent. Surf will be your Strongest attack and most Reliable attack if you want to sweep Fire/Rock/Ground type pokemons. While ice Beam will destroy Grass/Dragon/Flying and Ground depending on the Circumstances. With this set, You can make your foes comfy enough to put them all to sleep And Because of it's Ability, You can do massive tanking and damage thanks to both Hypnosis and recover. Normally the 1st reflex of the Foe would be switching when put asleep, then you can continue on making them asleep, but Rarely they WON'T switch when asleep, then you can think of damaging them. But if you think you need more Power of sweeping an Opponent like Lapras or Many Water/Ice types just Switch into a more powerful pokemon to sweep them out. My Strategy would be to use Recover on the 1st turn depending on the pokemon you meet in the 1st turn because the Burn Activates the Next Turn. You might also need to put PP ups on Hypnosis and Recover for Extra Lasting Turns.
[Team Options]
Stealth rock and spikes will greatly aid Milotic's sweep as it damages your foes badly. You don't need to worry about Switching this Pokemon out when Stealth Rock or Spike is out because it can heal itself back. But if you really Need to take care of the Traps, take Forretress or other rapid spinners to take care of the problem. As Other Partners you'll need Strong Sweepers that has High Atk and/or Satk and other tanks ex: Cresselia. Put a Ghost Pokemon in the team in case of Exploding or Selfdestructing Foes.
This Milotic might have Trouble Dealing with Pokemon that has Lum Berry/Chesto Berry/Insomnia and Vital Spirit Because if they hit you hard (Rarely) You might have to heal because of Hypnosis's low accuracy you better just heal a bit and start over again. Lapras, you better put it asleep then Start Killing it with a switch.
In the 2nd Turn (After the Orb has been activated), This Pokemon will be a Threat in all Tiers, (You can't Toxic it, Paralyse, Sleep or Freeze it.) if you decide to put 252 def, 252 SpD, 8 hp in EV. It will be a fearsome Tank that can rarely put to rest. Even Ubers will have a Trouble Passing through this pokemon.
[Other Options]
If you want, you can put walls like reflect/Light Screen too to help out Milotic's Survival the turn it comes out (Note: you don't have the +50% Def Bonus.). Wall Users and Rapid Spinners Will help Milotic alot too.
[EVs]
I would Propose 252 hp / 128 SpD / 128 Def, Max HP is needed to be able to tank but if you want it to be more Offensive you can put some in speed and Satk too.
[Counters]
If you use Explosion, Selfdestruct or other High Physical Damage Attacks on the 1st Turn you might kill it then after the 1st Turn, it might be hard to pierce through it. Hard Physical Attackers like Machamp, Metagross, etc. (With Choice Band of course) might Find it easy killing it the 1st turn, Unless Milotic puts you asleep the turn you see it. Rampardos might have a Chance Killing Milotic. You better have a pokemon with Lum Berry, Chesto, Vital Spirit or Insomnia to have Better luck Finishing this Tough Burning Fish.
