Miltank's typing paired with its ability Sap Sipper allows it to switch into Decidueye and Gourgeist-S without taking any damage from their attacks other than Hurricane from Decidueye and set Stealth Rock or cripple a switch-in with Toxic. Additionally, because Miltank can force out opposing specially offensive leads and pivots, it can easily set Stealth Rock early in a match. Seismic Toss consistently deals set damage so that Miltank is not passive. Toxic allows Miltank to weaken targets, usually making them switch, and outlive other tanks if they come in on it. Heal Bell is an option to get rid of any status of vulnerable teammates. This set runs a Timid nature and 16 Speed EVs to outspeed Decidueye, Abomasnow, and Alcremie.

To maximize the usage of Sap Sipper, pairing Miltank with Grass-weak Pokemon like Wishiwashi, Lanturn, or Basculin can be beneficial. If Miltank is running Heal Bell, it pairs well with Pokemon like Flapple, Togedemaru, and any physical Silvally forme that are vulnerable to being statused. Ghost-type Pokemon such as Decidueye, Gourgeist-S, and Cofagrigus can make excellent partners, as they can switch into a Fighting-type move from Pokemon that threaten Miltank such as Toxicroak, Sawk, and Gurdurr. Due to Miltank being a special wall, physical walls such as Cofagrigus, Avalugg, and Weezing can help balance out a team.

this should be the set. physically defensive Miltank doesn't really check anything in the current meta, and physically defensive sets don't actually check Decidueye reliably because of Choice Specs Hurricane. evs and nature are for max speed base 70s
 
First paragraph sorta misses the mark when it comes to why you use Miltank: it's a hard stop to Gourgeist-S and Decidueye barring Hurricane lucking past it (it checks other Ghost-types, but the main threats are the two I mentioned). The point about it having recovery is fine to mention in the sense of "it is a defensive Pokemon with reliable recovery," but I'm not sure why you mention Miltank as a cleric in the first sentence when Heal Bell isn't even the first slash.

gonna request you put this back in WIP so this better addresses Miltank's niche; right now this is a bit overly verbose and doesn't adequately address why Miltank holds the spot it does in the metagame

Miltank's main purpose is to counter Decidueye and Gourgeist-S. Miltank's Normal-Typing paired with its ability Sap Sipper allows it to switch into both of them Decidueye and Gourgeist-S without taking any damage from their attacks other than Hurricane from Decidueye and set Stealth Rock or cripple a switch-in with Toxic. Due to that, Miltank can pose a threat to them and can often cripple their power. This set for Miltank starts off with Stealth Rock. Leading with Miltank can help force out Special Attackers while getting up hazards before your opponent. (This is very oddly placed currently; try to rework the sentence so it flows better.) Milk Drink is there for reliable recovery so it can live longer. (Fluff.) Seismic Toss is Miltank's only attacking move as it deals a set 100 damage to Pokemon who are not immune to it. (This isn't very useful in its current form. I'd rework to address how Seismic Toss is a consistent form of damage and thus helps prevent Miltank from being too passive.) The last option is a choice of Toxic or Heal Bell. Toxic allows it to weaken targets, usually making them switch. Toxic also allows Miltank to outlive other tanks if it comes to it. Heal Bell is an option to get rid of any status that is hurting a teammate such as a burn on a physical attacker. This set runs Timid and 16 Speed to outspeed Decidueye, Flapple, and Hitmontop. (Honestly, the only relevant mention here is Decidueye; Miltank can't reliably check the other two.) Miltank runs max HP as it is a defensive Pokemon with reliable recovery that needs to tank hits. The rest of the EVs are invested into Special Defense as it needs to live more special attacks due to it being a Specially Defensive Pokemon. (Fluff.)

To maximize the usage of Sap Sipper, pairing Miltank with Wishiwashi, Lanturn, or Basculin can be beneficial as Miltank can switch into a Grass-Type move. Pokemon that can be burned from a Will-O-Wisp from Weezing or Cofagrigus or from a Scald from Lanturn, Wishiwashi, or Quagsire can also be well paired with Miltank as it can use Heal Bell and Toxic on the non-Poison-Typed foes. (Probably should just reword this to say something like "If Miltank is running Heal Bell, it pairs well with Pokemon like x, y, and z that are vulnerable to being statused.") Ghost-Typed Pokemon such as Decidueye, Gourgeist-Small, and Cofagrigus can make excellent partners as they can switch into a Fighting-Type move from Pokemon that threaten Miltank such as Toxicroak, Sawk, and Gurdurr. Due to Miltank being a special wall, physical walls such as Cofagrigus, Avalugg, and Weezing can help balance out a team. Other options include fast pivots such as Jolteon and Persian-Alola who could switch into Miltank when needed to force the foe to switch. (Not really core to Miltank's functionality.)

Tag me one more time when this is implemented. The information overall is about where it should be, but we need to see some cutting down on verbosity and unnecessary information.

This can probably be made less wordy.

Hitmontop isn't really relevant, replace with something like Garbodor.

I actually would add a mention of Silvally forms here as they're oftentimes targets of random Toxics or even Glare from Sandaconda. Feel like that's more likely to matter than Garbodor eating a scald burn at least, but this is still good.

This probably will mean nothing as I don't know anything about the NU metagame, but I'm currently running a lead set with full hp and jolly full speed in national dex and it outspeeds a fairly good amount of things while still being bulky thanks to the 400+HP. This is basically the same set, but full speed. Just saying in case it's useful
