Not A Bug Minior-Meteor is slower than Raging Bolt in Random Battles

What type of bug are you reporting? Random Battles

What is the bug?
For some reason in turn 5, the Raging Bolt was able to outspeed my Minior, even though it had max speed stats. I'm not sure if it's a bug or if it's something to do with Shields Down.

Are you able to replicate it? If so, how?
Sorry I wasn't able to replicate it, as I'm not sure if it's random battles specific and I haven't gotten this specific matchup again.

The Minior in Meteor forme had 140 Speed, which is less than Raging Bolt's 162. Until Minior goes below half health, its base Speed stat is 60.
