Regieleki is the best Fairy-type that truly does it all in Mix and Mega: speed control, entry hazard control, pivoting, cleaning, and "oh no I let that Arceus Calm Mind up to +6 time to delete it with Explosion" services. Altarianite provides a nice +40 Attack, a secondary Fairy typing, and the all-important STAB Pixilate Extreme Speed. Pixilate also makes Rapid Spin unblockable, and with Regieleki outspeeding pretty much every relevant Pokemon, this makes it an effective hazard remover. Volt Switch lets it escape from the few reliable answers to Extreme Speed like Ho-Oh, Pecharunt, and Galarian Slowking, while Explosion is an excellent "get out of jail" card to trade itself for a bulky threat its team may not be able to answer. The given EVs let it outspeed everything up to Cameruptite Deoxys-S, live an opposing Altarianite Regieleki Extreme Speed after Stealth Rock, and still hit as hard as possible. Regieleki struggles to do meaningful damage to bulky threats like Arceus-Ground and Garganacl without using Explosion, so it appreciates strong wallbreaking teammates, which it can pivot in, like Lucarionite Walking Wake and Metagrossite Urshifu-R to blow them out of the water.

Altarianite provides a nice +40 Attack, a secondary Fairy typing, and Pixilate, giving Regieleki the all-important STAB PixieSpeed Technically this isn't an officially recognized term and it should be "-ate Speed", but I'll let GP decide if this'll slide or not; I prefer this personally. Pixilate also makes Rapid Spin unblockable, and Regieleki outspeeding pretty much everything makes it an effective hazard remover. Volt Switch lets it escape from the few reliable answers to PixieSpeed like Ho-Oh, Corviknight Pecharunt Corv gets quite annoyed by repeated volt switches since it can't regen as easily unlike Ho-Oh, and Galarian Slowking, while Explosion is an excellent "get out of jail" card to trade itself for a bulky threat its team may not be able to answer. The given EVs let it outspeed everything up to Cameruptite Deoxys-S Could also instead say it outspeed base 160s, up to your preference, live an opposing Altarianite Regieleki Extreme Speed after Stealth Rock, and still hit as hard as possible. While Regieleki is nearly perfect, it's not actually perfect, and it can struggle to do meaningful damage to bulky threats like Arceus-Ground and Eternatus Garganacl Etern takes ~38% from Espeed which is too much imo without Exploding, so it appreiates strong wallbreaking teammates (which it can pivot in) like Lucarionite Walking Wake and Metagrossite Urshifu-R to blow them out of the water.
