Rejected Modification on the "Prize Winner" rank and poll / announcement

We decided no on this. Too spammy.

Not much of a prize if it's usually invisible, imo.

In a room as big as Randbats, where we have usually ~10 voices on (between active room voices, former staff that remain voices and gvoices) it looks better having ^ over them on the list, otherwise it will appear too below other people. Also although the default permissions are lower than voices, it depends on each room giving it !show capabilities. Its a prize after all, so sorting by permissions without taking on account the basic idea of giving it certain "gifts" is not optimal for the purpose of it imo
