why is an event weavile with the move moonlight banned and an event charmander with acrobatics allowed?

Moonlight has never ever been an event move for Weavile.

Acrobatics is on an event Charmander distributed in Japan and Korea.

There is no way to get Pokemons from Gen II in the most recent games. So that Sneasel is only legal in GSC OU.
