Rejected - Inactive More clear /ds paramater to exclude nfe and lc mons

It's annoying when you explicitly clarify that you want to not include lc or nfe mons in a search but they still get included anyways by proxy of being in a proper tier or lc uber. One thing that'd fix this is making a "fully evolved" (or fe, for short) parameter that automatically filters the /ds by strictly Pokemon that are incapable of evolving further.

Noting, as pointed out in another recent suggestion, that Pokemon not transferable into SWSH also don't show up in "/nds nfe" or "/nds lc", and that Rosa's suggestion would solve this as well, which would be great.
