What type of bug are you reporting? Unsure

What is the bug?
/ms !lowers xxx removes all moves that do not cause stat stage changes

Are you able to replicate it? If so, how?
Do this in PS Room

It also seems like some signature moves don't appear either, Fishious Rend and Octazooka for example. Surging Strikes does, though?

well fishious rend and octazooka are learnt by more than 1 pokémon
