I'm trying to make some changes that would allow me to use this team effectively in both OU and Uber tier if possible.
Can you see if there are any changes that needs to be done, and suggest any possible improvements that can be done.

Purpose: Starmie will be the one that leads my team, and that is to prevent lead sweepers from ruining my team. Ice Beam and Thunderbolt was added for coverage. Hydro Pump is for STAB. Rapid Spinner is there to eliminate any potential danger that is set out in the field.
Heatran @ Leftovers
Trait: Flash Fire
EVs: 6 Def / 252 HP / 252 SpD
Nature: Calm
~ Lava Plume
~ Protect
~ Roar
~ Stealth Rock
Purpose: Heatran is there to set up Stealth Rock, and possibly stall with Protect and/or Roar. The alternative is using Lava Plume on weakened foes, or pokemons weak to fire.

Purpose: Dragonite is my primary physical sweeper in the team, which I set up Dragon Dance if possible, then use Dragon Claw. Fire Punch is there in case Dragon Claw is ineffective against the pokemon I'm facing. Roost is there in case I get the chance to heal in battle.
