In fact, there is a team idea I had.
I couldn't do a lot of battles because of lack of people, so here is a VGC Team, hoping we can improve it together ! :)
Also, I'm not sure of VGC main threats, so do not hesitate to mention something obvious.

Zapdos @ Choice Scarf
Ability: Pressure
EVs: 32 HP/224 Spd/252 SAtk
Timid nature (+Spd, -Atk)
- Discharge
- Heat Wave
- Thunder
- Hidden Power [Ice]

My new lead is this Scarfed Zapdos. It may seem odd, but it has to be working.
Discharge allows me to hit my both opponents, as Garchomp is immune to it. Also, the paralysis probability isn't horrible and may be obviously useful.
Heat Wave is the other side-touching move. It allows me not to be walled by opposing Groudon, as it gets very powerful ! It also destroys Obamasnow.
Thunder is here if I'm forced to switch and get back later in the fight, providing me a powerful stabbed move.
HP Ice is for nasty dragons on the field.
About the EVs, they allow me to always outspeed modest Ludicolo in the rain, and to always outspeed timid scarf Kyogre. This is my answer to rain abusers.
The move I'm not sure about is Discharge, so any advice is welcome.

My second lead is the wonderful Garchomp.
I guess I've found a nearly perfect counter for Trick Room teams. Garchomp nets a cool OHKO on Dialga / Smeargle with EQ, with the help of Sandstorm. Also, 20% evasiveness is really awesome, downgrading Dark Void accuracy.
Protect is here to scout my opponent's moves, and avoid a nasty Explosion, obviously.
Outrage seems pretty nice to fire when my opponent does not have a steel on the playground. Rock Slide is for side-touching, but I'm not convicted, so...
Oh, about the EVs, I am always outspeeding timid Palkia by 1 point, so I'm not hammered by him.

The Focus Sash is for not being completely destroyed by an Ice Beam or a Draco Meteor...

Rayquaza @ Haban Berry
Ability: Air Lock

After this awesome opening duo, I needed something to counter a Kyogre coming up on a backup, negating my sandstorm. Also, I did not want to get swept by Ludicolo or Kingdra or ... NO NO. This Rayquaza is selfmade, and it seems nice on the paper.
Haban Berry is here because of the awful dragon stab everywhere. FireBlast allows me to destroy Shedinja or nasty Steel creatures, like Metagross.
Draco Meteor is the obvious "lol ur dead" button, while outrage allows me to ... wallbreak?

Mewtwo @ Life Orb
Ability: Pressure
EVs: 4 Atk/252 Spd/252 SAtk
Modest nature (+SAtk, -Atk)

Finally, I needed a fast sweeper, something able to handle about everything. I'm really not sure about Mewtwo but It seems very cool.
IceBeam gets rid of those stupid dragons, Thunder is mainly for Kyogre, and Flamethrower for Steels.
Thunder is waste because of Grass Knot hammering my opponents.
I'm trying Shadow Ball right now, but I'm not sure for it, as Mewtwo does not have a weapon for those crappy Steel pokes.

NEVER use outrage in double battles. It choses an opponent randomly. I would go with dragon claw.
I would actually like to disagree with that for purposes of this VGC.

Outrage on Garchomp will 1HKO Palkia, who I expect will be a very common threat, where dragon claw will come just a bit short
 
If your using your rayquaza as a kyogre "counter" a yache berry should be considered(or at least get thunder on him). Kyogre will just ice beam rayquaza for a OHKO and its even worse if it is scarfed.

Outrage really isn't a good move in doubles.(Especially because your modest) Draco Meteor will OHKO palkia anyway.
 
In a world of hyper-fast special attackers, having the slowest pokemon remain slow throughout the battle is very unfortunate. Flinging an Iron Ball will basically take down a non-bulhy Giratina, so maybe consider it as a replacement for Crunch (unless you don't intend for T-tar to last beyond weather set up).

Lead Kyogre/Ludicolo will rip your first three pokemon to shreds.

I'm a bit concerned with Outrage, because Metagross is fairly common. What if you need to get rid of that palkia, but there's a metagross out with it? Are you prepared to take that risk? Dragon Claw seems like a better option here.

I also recommend Flamethrower as opposed to Fire Blast. Although the accuracy seems okay, it's gets very bothersome when you just can't hit anything. I used to run Fire Blast on Palkia, but after never landing a single hit, switched to Flamethrower. It OHKOs Aboma anyway, and makes a big dent in steels.

If you do switch to flamethrower on Ray, then swap flamethrower for Grass Knot on Mewtwo. You'll need it for opposing T-tars, Groudon, and Kyogre. It also puts a reasonable dent into Palkia
 
Feathers, I see what you're telling me, and it seems obvious now.
I'm also trying Flamethrower on Rayquaza, because yeah, a miss in doubles = a dead-weight Rayquaza.
For the Outrage thing, I'm not agreeing with the people saying it's useless ; it might gimme the victory in case of 1vs1.
Also, even if I'm modest, I still hit 153 Atk, where Garchomp full atk hits 163.

Now for the Thunder thing on Rayquaza, it's retarded. Rayquaza negates the weather, so his Thunder has 70% accuracy. Also, if I NEED to get rid of Palkia, Garchomp outspeeds him (factoring he's alive).

Nice changes, and I like your Zapdos/G-Chomp lead. Nothin' but the classics there.

A word of warning, if you aren't running protect on that Zapdos, then you might be in trouble. And what if your last pokemon is you Scarfed Zapdos against a Kyogre and you're stuck using HP Ice?

I recommend something like a lum berry to at least stay awake during Dark Void, seeing as how you have no priority moves. And maybe give it this set:

-Discharge
-Heat Wave
-HP Ice
-Protect

Discharge is good enough to halt Waterspouting Kyogre, and HP Ice can kill any dragons and Groudon.
 
As I'm running a scarf on Zapdos, I cannot really put Protect on it.
The thing is that I'm outspeeding scarf Kyogre, so WaterSpout is never a problem.
For Dark Void, my 2 pokes are faster than Smeargle, and using Field moves, so there is no way he Dark Voids me.
Also, I changed Shadow Ball for Psychic on Mewtwo, as it gives me a powerful stab for nonSteel foes.
 
That's why I suggest removing the Scarf. I faced a VGC team with my UU team on random wifi, and their regigigas was scarfed. It was just him and my miltank left, who was able to outstall him because he was locked into Zen Headbutt.

I never said Waterspout was a problem, just that you don't need both Discharge and Thunder to take care of one. Pick one or the other, because you will need protect on Zapdos.

And it doesn't matter if both are faster. If your opponent is running a 252 speed jolly chomp, it will no doubt take out yours and leave Smeargle to survive a Discharge and sleep your zapdos. That's just meant to be an example, and it's something I've actually seen happen.

And I see you removed protect on Rayquaza. I'm not sure why, a pokemon as frail as he is really needs it. I doubt you'll need both Draco Meteor and Outrage, DM is enough. If you want to keep Extremespeed, then I recommend replacing outrage with protect.

At this point, only one of your pokemon can avoid explosions.
