The Rain Setter. Its kinda obvious its Pelliper. Drizzle, Tailwind and Reliable STAB Moves. Also Damp Rock for maximizing use

One Trade Center (Archaludon) @ Leftovers
Ability: Stamina
Level: 50
Tera Type: Steel
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Electro Shot
- Flash Cannon
- Dragon Pulse
- Aura Sphere
Also a given on rain teams. Elec Shot is another version of Meteor Beam and coverage for other threats

Spikes (Jolteon) @ Heavy-Duty Boots
Ability: Volt Absorb
Tera Type: Fairy

Timid Nature

CM User. Thunder ofc never misses and Alluring Voice on Dragons, Darks, and Fighting.

Hoooo (Kingdra) @ Life Orb

I dont know why i gave it Hurricane but here it is. This is kinda inspired by Wolfes Kingdra in the Toronto Regionals but whatever.

And finally, Overqwil. The only non-Water Pokemon with Swift Swim. We have 2 STAB Moves and a Rain-Boosted Move for Coverage.
Thats all. I might replace a Member (Jolteon?) for Basc or Barraskewda but thats out of the question for now.

Bild peli might get you more with base stat. Lefties or Max offense arch seem fine, not both. Jolteon probably shouldn't be run, def not with boots cause frail and vgC.

Since this or very rainy you might get away with it, but if run ha overqwil if at all, intimidated is great in vgC. Usually.

Muddy water is a worse surf btw
 
Okay, so a few things: You have the right idea in rain, however a lot of your mons are very subpar, if not completely outclassed, and those that aren't (peli and arch) have subpar (ish) sets themselves. For this reason, I'd strongly recommend using https://munchstats.com/gen9vgc2024regh/1760/Gholdengo to find not only good sets for pelipper and arch, but also stronger/more useful teammates.
