Hey, after getting my first response I really looked over the team and, what the heck I was trying to do with it. Basically I decided my goal would be an offensive Rain team and so came the adjustments:

Jirachi @ Leftovers

A pretty unique set I like to use Jirachi as a bulky lead, able to suck up fake-out, U-turn, and almost anything else thrown at it, and then use it to Set up my rocks, U-turn and toxic threats later. Iron head serves to hit things resisting U-turn and induce flinches. Jirachi fits a nice spot in the team walling many attacks and stopping many offensive threats.

Coming in right after rocks are gone and Tentacruel is down Gyarados revenge kills and sweeps. With the choice scarf it is able to outspeed pretty much everything in tier, add a moxie boosted waterfall and it spells out trouble for the opponent, throw in the rain and Gyarados has trouble not tearing through teams. Although it is a bit risky carrying but one physical attacker I typically am able to find a suitable opportunity to send in Gyarados and wrap things up as more of a late game sweeper. The only trouble I've had with using this set occurs when I use anything other than Waterfall, which is why I like using Gyarados as a late game sweeper.

Here to suck up obvious t-bolts is Jolteon. Jolteon comes in on an electric type move or a U-Turn and sweeps away most threats with its offensive set. Since its a rain team I went with the Thunder over t-bolt. Also, the shadow ball allows me to counter Gengars, Starmies, and Jellicents with ease. Volt Switch gives the team a bit better synergy and Hidden Power (ice) Provides coverage, dealing nasty damage to anything that is weak to it.

Taken right off the site (as you will see just about everything is) Specs Politoed is able to rip through many potent threats like Gengar and with most predicting the defensive set I figured this toed would catch most off guard. Most of the time I have led with Jirachi and U-turned into Politoed where I then begin to give my opponent a run for their money. Dealing massive damage on even those who resist the attack Politoed is a way I like to start most battles and usually ends up spreading some good damage before becoming status'd.

Between the revisions I have not changed anything about Tentacruel either, I've found scald to be an excellent resource against unsuspecting switch-ins and toxic spikes to be invaluable. Rapid spin now protects Gyarados and is a must have to prevent it from taking nasty rock damage. Besides that protect allows me to recover hp and scout a bit.

After some testing with the second version of the team I found Dragonite to be my weakest link, I wanted him to be able to out-speed everything but it just wasn't practical. I saw my team needed a revenge killer, something with good enough coverage and excellent speed and enough power to deal good damage on potent threats like a choice scarf moxie mence. After a little testing it seems Tornadus fits the role well, able to take advantage of the rain with his STAB Hurricane and potentially set the rain up should I lose Politoed in a weather match. With the scarf It can pretty much out-speed everything in the tier so I figured modest would suit it better.

Any tips or critiques are greatly appreciated and will be considered.

For one ALL your team is specially based..... So it goes without say why special walls give you trouble. Also you have just a tad to many Water types on the team. You should also state what your trying to accomplish with each Pokemon does. Your team is basically thrown together.

1. Get rid of some water types
2. Get some Physical power.
3. Choose what kind of team your aiming for.

as for non-special based attackers I guess you missed ferrothorn? Although I suppose it serves more as support than anything, so I can see your point here.

The reason for everything on the team is that it all is able to take advantage of the rain weather (pun intended) that be in the boosted accuracy of things like thunder and hurricane or the boosted power of Hydro Pump.

As for what each pokemon does I attempted that but I will look to revise that now.

You don't need toxic spikes on Tentacruel as your team doesn't really take advantage of them, and since you lack a spinblocker they can be easily removed. You should probably change your Tentacruel moveset to a SubToxic one, as it beats Jellicent and lets you spin more easily. A set with Substitute/Toxic/Scald/Rapid Spin with your current evs should suffice.

Your team looks weak against stall teams, since you have a lot of choiced pokemons and no real way of wallbreaking. As such, I think you should change Gyarados's moveset to a Dragon Dance one, as it can act as both a sweeper and a wallbreaker with the help of rain. Here's the set:

Gyarados@Leftovers | Moxie
Adamant Nature | 58 Hp / 248 Atk / 204 Spe
Waterfall / Bounce / Substitute / Dragon Dance


Anyway, I think you should join Battling 101 to improve your battling skills, good luck!
 
First off, thanks for the help! Second, The Tentacruel change does seem like a better idea now that I think about it, I'm not sure about the Gyarados because I like the speed the scarfed set offers but at the least I will give it a try. Now as for battling 101, how would I exactly go about joining that? I looked into it and it seemed as if were a seasonal thing that I had missed....
