What is the bug?
Ferrothorn can't learn Leech Seed anymore specifically in SV ND formats, which is weird as the move is well-known to be an egg move of Ferroseed (its prevolution) in every core game it's in. What's even weirder is that Ferroseed with Leech Seed does validate in SV ND formats.

Are you able to replicate it? If so, how?
Try validating the following in the teambuilder in the SV National Dex format:

Ferrothorn
Ability: Iron Barbs
EVs: 60 Atk
IVs: 0 Atk
- Leech Seed
 
Lopunny has also lost fakeout despite being a gen 8 egg move and eldegoss has lost sleep powder despite being a gen 8 egg move (all in natdex btw)
