Insane sweeper, scarf+swiftswim outspeeds everything, and with 300 bp, last respects kills everything that isn't normal/dark. Also can be used for cleanup/pivoting

Special breaker, specs+timid nature allow it to outspeeds+ohko most non-resistant mons, in rain egts massive value too

Physical breaker. Tera fire allows it to avoid will-o-wisp, max hp+atk evs allows it to take care of threats like zacian-c and zygarde-c through low-kick.
 
The team is fundamentally flawed for the tier, more specifically I'll just quote some paragraphs on an article I made as it seems pertinent:

While Drizzle may seem strong due to the presence of Pokémon such as Iron Bundle, Dracovish, and Kyogre, Desolate Land replacing rain and only being replaceable by Primordial Sea, which itself leaves when Primal Kyogre switches out, makes rain and several Pokémon that could take advantage of it such as the previously mentioned examples completely unviable. Walking Wake deserves a special mention, as contrary to what one would normally think, Protosynthesis does not activate under Desolate Land and Hydro Steam is fully blocked by it as well, so it's just entirely outclassed by Palkia-O.

In terms of viable Water-types, Primal Kyogre applies offensive pressure, as it can override Primal Groudon's ability with its own, but Primal Groudon can also do the same depending on whichever's ability activates last; as a result, matchups often depend on which Pokémon switches in last, though Primal Groudon has the advantage of being able to switch into Primal Kyogre's Water-type STAB moves.

Other options for Water-types include Palkia-O, Arceus-Water, and, in more niche terms, Alomomola and Dondozo. Palkia-O has Dragon STAB to eventually break past Primal Groudon, especially given its lack of reliable recovery; Arceus-Water instead focuses on the defensive traits of the typing and either relies on its teammates to cover Primal Groudon for it or carries moves such as Toxic and Earth Power for it; Dondozo acts as a stall option to wall several threats, including some variants of Primal Groudon; and Alomomola can come into most sets of Primal Groudon and cripple it with Toxic, although it's unable to do much else out of its passivity and reliance of niche in the metagame as a cleric with Wish + Flip Turn.

As for each member, in more detail:

:skeledirge:Skeledirge: Most setup sweepers in the tier are physical sweepers, so this only really walls non-Tera Blast Ground variants of Zacian-C and gets overwhelmed by M-Salamence, Primal Groudon, Primal Kyogre, Eternatus, Zygarde... basically nearly the entire metagame (Fire/Ghost is mostly terrible defensively in the current metagame), especially as it does quite little back, and this is ignoring the anti-synergy that is rain for it, weaking its Fire STAB and turning it even weaker to Water-type moves, let alone weather teams generally leaning offensively unless it's permanent like in Gen 5, so this is entirely out of place.

:smeargle:Smeargle: While Sticky Web structures are dominating the meta lately, it's not just out of Smeargle alone, but out of the oppressive synergy they provide for some of the best wallbreakers like Yveltal, Chi-Yu, and Lunala, and even then Smeargle's niche over other setters is its capability to force progress against most anti-leads with the combination of Nuzzle + Mortal Spin even when Taunted, which this is very weak to, let alone the set inviting Substitute users like Dragon Dance Zygarde to use it as setup fodder and then sweeping this team.

:pelipper:Pelipper: While it has more utility than Kyogre, this isn't VGC to justify it by not consuming a restricted slot, Pelipper has no real way to pressure anti-weather options that dominate the metagame, namely Primal Groudon and Primal Kyogre, with the latter even using this as setup fodder with Calm Mind, and by extension they also break the claimed defensive core this makes with Skeledirge.

:basculegion:Basculegion: Given that weather is unlikely to be active for the before-mentioned reasons, Basculegion is surprisingly slow even with a Choice Scarf, notably being outsped by Marshadow and anything higher, meaning that a good portion of the offensive metagame and nearly anything resembling Speed control (especially as it's weak to priority options like Shadow Sneak and Sucker Punch) is just going to OHKO it on the spot.

Even as a late-game wallbreaker, without Adaptability it's not going to hit as hard as you'd think, while Last Respects is banned from SV Ubers, it's still legal here as the metagame is bulkier, notably even Adaptability variants as the last Pokemon left can't OHKO foes like Primal Groudon, Arceus-Dark, and Garganacl, with the first two being fairly common adversaries in the metagame, also the Tera type being Fighting is useless given it's not running Tera Blast.

:iron bundle:Iron Bundle: Sure, Dragon-types are everywhere and there'd be some justification in paper to be made for using Iron Bundle, but the thing is that it does quite little at all against Primal Groudon, giving cheap chances to scout it while also granting Primal Groudon a free opportunity to fry something alive with Overheat or set entry hazards (which your team has no removal for). Bulkier teams also comfortably wall it with options like Fezandipiti, Ferrothorn, and Chansey, with Calm Mind Arceus formes even using it as setup fodder.

:kingambit:Kingambit: While this is one of the few Pokemon here with a known niche in the metagame, being a status absorber is not one of them, besides the set being walled by Fairy-types (notably including the claimed Zacian-C), Coil variants of Zygarde still use it as setup fodder, and I'm afraid that the usage of Kowtow Cleave over Knock Off is suboptimal. the inability to force out Arceus-Fairy also means that it can use this as setup fodder, with Skeledirge making a poor defensive core as both are weak to Ground, which is coverage some variants of Arceus-Fairy also run.

In summary the team has minimal synargy, barely anything suited for the metagame, and Primal Groudon can 6-0 this with minimal support.
