Frosslass is the lead pokemon, either starting out by taunting the opponent into attacking or setting up its own spikes. Once the spikes are set, Hail will be used in conjunction with snow cloak to raise evasivness as well as functioning as DoT. Blizzard is there for powerful STAB.

Espeon is very fast and with its high special attack can be devastating when placed behind a substitute. Baton Pass allows it to switch out if placed in a hairy situation, and Signal Beam is there to hit pesky dark types and other psychics hard.

Swampert is powerful in it’s own right, with STAB earthquake, however another primary use is a bait for grass types. Mirror Coat and Focus Sash ensure a degree of safety and massive payback for an unwary grass user. Endeavor or Reversal would be most powerful after a Focus Sash save and could help to open things up.

The idea is to call up the rain and blast everything in sight with Thunder. Reflect is there to give some protection from ground attacks as well as potential party support. Focus Blast is there to nail and counters in the form of rock/steel types.

Solely functions as a stall and overall annoyance. He switches in, burns the foe then whittles away with either earthquake or ice punch. Pain Split is a good choice, as it enables Dusknoir to both potentially harm the enemy and heal himself.
 
What's Espeon's nature?
Also I don't believe you should post theoretical teams, you should test it first. The wording implies you just made this team up, I'm just making sure.

Not theoretical, the team is currently in use, sorry if the wording was confusing.

It has been moderately succesful , althougth i want to hear others opinoins on how I may better it.

I'm kind of in a rush, so I'll just say a few things.
Hail is kind of a waste of a moveslot on Frosslass. The evasion boost doesn't justify the waste of a turn, especially when you could be setting up Spikes. As a result, Ice Beam and Shadow Ball should replace Blizzard and Hail.

Ampharos should have Rain Dance set up for it by a support pokemon. Once it's in, you want to start Sweeping. Switch the item to Life Orb, and run HP Water over Reflect, which seems pretty useless. However, Rain Dance makes doesn't help any of your other pokemon, so I really question its effectiveness.

With all the Sandstorm in OU, Morning Sun is unreliable on Arcanine. It also functions poorly with rain and hail, both of which you have on your team. Try out another coverage move, or even Toxic.

Swampert is too slow to use the Speed EVs effectively. Put those EVs into HP instead.

It seems like you kind of just threw a bunch of pokemon together without thinking how they work together. A bunch of your pokemon are also UU; there's nothing wrong with that necessarily, but it would help if you explained why you chose to them over OU ones. If you're really, really new to this, check out Smogon's website a little more, specifically the pokemon analyses. They can give you better sets than the ones you have, and help you learn how to build a team. Good luck!
