Newbie Welcome/Help Center

I'm sure many of you have noticed that when you first join Smogon, it's really hard to get started in the community. You can't really help with anything since you know little about competitive battling , and nobody knows who you are, so you usually don't have any friends to show you what to do.
I found this on Smashboards. A similar thing would be great on Smogon, as it would help newbies to get started and feel comfortable in the community. This would especially help our community grow, as this would make newbies become more active.

I'm pretty sure that this has been suggested no less than 10 times in the last few months, and countless times before that. Each time, the answer was exactly the same: read the rules of Smogon, then read the rules of the forum you want to post in. It has the exact same effect.
