This is part of a project to get rid of the poor quality, misinformation-ridden RBY analyses from over a decade ago. These works are low-priority and should be treated as such.

[OVERVIEW]

Ninetales looks decent at first glance with its good Special and average Speed stat, but it nevertheless struggles to make an impact on the RBY UU metagame. Its Speed lets it tie with Tentacruel and to hopefully trap it with Fire Spin, as well as take care of Grass-types such as Venusaur and Tangela. Its fast Fire Spin also lets it pivot well as the move ends, which Pokemon like Persian and Dugtrio love and is useful to switch out against threats like Vaporeon and Dragonite. However, Ninetales is outclassed by other Fire-types, such as Moltres and Rapidash, since it lacks Agility to outpace even other Agility users such as Dragonite and Articuno. Ninetales also lacks coverage options and has a mediocre Attack stat, which makes Body Slam only good for fishing for paralysis. It further has trouble against the Water-type Pokemon that control the tier, such as Vaporeon and Omastar, since they easily switch into Fire-type attacks from it.

Ninetales can try to paralyze Pokemon that come in on its attacks with Body Slam and then use Fire Spin to accumulate chip damage, or use Fire Blast to finish them off. Fire Blast can 2HKO Dugtrio, Kangaskhan, Articuno, and Venusaur, 3HKO Kadaba, and OHKO Pinsir. It is also useful to try to get a burn, which cripples Wrap users like Tentacruel and Dragonite that try to switch in on Ninetales and physical attackers like Persian and Dodrio. Fire Spin lets Ninetales trap most Pokemon thanks to its high Speed stat and gives it a chance against Dragonite and Tentacruel. Fire Spin also lets Ninetales serve as a pivot. Body Slam is used to spread paralysis, which is especially helpful against Kadabra. Toxic is used to cripple partial trapping move users like Dragonite, making Dragonite take more damage than it deals when using Wrap.

Confuse Ray over Toxic is an option to annoy Wrap users immune to Toxic, such as Tentacruel, but Toxic is more useful, as it cripples Dragonite. Quick Attack is another niche option that can be used to hit Agility + Wrap Dragonite to wear it down, or finish off a weakened Dragonite that has set up with Agility, but crippling it with Toxic is better most of the time.

Since I gave some stuff on Rapidash...
  • Fire Spin goes brrrr and lets it pivot around
  • Speed ties Tentacruel which is both a good thing and a bad thing. 50% of the time you get a chance to Fire Spin pivot out. You get all the benefits of Tentacruel's fast Wrap except the fact your Wrap is resisted by almost everything in the tier...
  • Moltres and Rapidash are just more fit for RBY UU overall, as they get access to Agility which makes them so much better at handling the tier. The lack of Agility seriously hurts Ninetales.
  • One of two Fire-types to have access to Confuse Ray, the other being Magmar. It's...not good though, I guess it just annoys the Wrap users in the tier. I'd say slap it in as an OO for that purpose.
    • In addition to this, I guess Quick Attack can be mentioned as a backup for if you or a loved one has developed a case of AgiliWrap Dragonite (thanks for this joke Volk yes I'm spamming it everywhere I go)
tbh this mon just kinda sucks

Set could be FB/FSpin/BSlam/Tox, possibly, but you can obv play around with it. Then go over Quick Attack and Confuse Ray as potential gimmicks. I would say Hyper Beam but the calcs are more depressing than the entire history of Farfetch'd so it's prolly best to pass.

Overview

This runs on a loooot, you'll need to split this. Try reading it out loud, it ain't pretty. Lots of whiplash on "allows it to" as well, try to vary it and make it more engaging.

Here's my idea;
Ninetales looks decent at first glance with its good Special and average Speed stat. The latter allows it to Speed tie with Tentacruel, which gives it a shot at trapping it with Fire Spin, as well as take care of Grass-types such as Venusaur and Tangela. This fast Fire Spin also gives it good pivoting qualities, allowing it to switch out against threats to it like Vaporeon and Dragonite.
There's a lot of other ways to do this, though, so experiment. You should cite Dragonite as a check example over Golem, it's much more relevant to a new player.

Ninetales has trouble and against dominant Water-type Pokemon that control the tier such as Vaporeon and Tentacruel due to these being able to switch onto Fire-type attacks from it.
You'd be surprised, but Tentacruel can't exactly switch into Fire Blast for free. If it's burned, that's a significant blow to its Wrap use. I'd say replace Tentacruel with Omastar, that thing is the hardest counter to Ninetales in the west.

Set Details
Fire Blast can also be used to try to get a burn against physcial attackers like Persian and Dodrio.
Cite some calcs on relevant mons, that Fire Blast hits like a truck. Remember, that 30% burn is nasty and people who just bring in Tentacruel/Dragonite and call it a day will get a rude wakeup call. It's a solid quality that needs establishing.

You should generally explain each move in more detail. Reorder it to match the move order as well. Here's a rough way to describe each;
  • Fire Blast burns things, which is great, cite XHKOs.
  • Fire Spin lets Ninetales core with Tentacruel and Dragonite, takes advantage of its really good Speed, adds pivot qualities.
  • Body Slam allows Ninetales to spread paralysis, helps a lot against Kadabra.
  • You did Toxic well already, but maybe mention Pinsir as another Pokemon that gets noticeably affected by Toxic.
  • Confuse Ray can be used over Toxic to specifically target Tentacruel, but it's a far worse solution to Dragonite.
Consider slashing Confuse Ray with Toxic, it'll make it easier for me to handle via CMS if action is taken against Dragonite by the RBY Council. If Dragonite is touched in any way, it becomes far less relevant. Additionally, unlike Toxic, it affects Tentacruel, which can definitely be useful considering it's one of the biggest reasons it's unviable.

Confuse Ray is an option to annoy wrap users such as Tentacruel and Dragonite, but is not worthwhile, due to Body Slam paralyzed chances being a better choice, and Toxic is more useful in crippling Dragonite. Quick attack is another niche option that can be used to hit Agility + Wrap Dragonite to wear it down, or finished a weaken Dragonite that has sat up with Agility, but most of the time, using Toxic against it is a better way to cripple it.

I'd be more explicit here and say it's because they can come in for free

I'd just say Dragonite here. Pinsir is cleanly OHKOed by Fire Blast and Tangela you would probably Fire Spin -> Fire Blast if it came to that matchup.
