-Notably high Base HP & Special Defense.
-Typing doesn't really help it fulfill its role due to extremely common weaknesses it has.
-New ability in Tinted Lens, however its poor offensive stats make it of little benefit.
-Horrid physical defense allows it to be OHKOed by common threats such as Braviary and Swellow.

-Noctowl can't switch into much apart from special attackers who don't pack a solid Super Effective attack.
-Night Shade provides consistent damage.
-Whirlwind phazes Pokemon trying to set up as well as rack up residual damage if you have entry hazards up.
-Toxic can be very useful from slowly killing other tanks to picking of annoying Shedinja. Hypnosis has shaky accuracy however it can temporarily cripple a Pokemon and thanks to B/W new mechanics regarding sleeping, it is a very handy tool indeed (whirlwind+hypnosis combo can be annoying to opposing teams).
-Roost for the obvious recovery.

-The EVs are straight forward, Noctowl has decent speed, however not near enough to switch into most common Pokemon and Roost of sadly. (eg. to outspeed sub charge Lanturn it would need a huge investment making the whole purpose of it serving as a sp.def wall useless).
-Calm nature to get the max sp.def to tank specially based hits.
