This rate my team is really straight to the point since my computer is being dumb and logging off every hour or so.

My main gyarados counter and a pretty good one too.Celebi has been a staple on my teams now and will remain that way.240 Hp to take 4 seismic tosses.76 SAtk to OHKO forretress with hidden power[fire].Sets up rocks for lucario.

I'd be worried about Gengar, since your team has no safe switchins against either. Heatran is a "decent switch in" but since nearly every Gengar runs Focus Blast now Heatran won't be very happy.

I can also see Cresselia completely walling this team since none of your guys can really switch into her :|

First things first, let's replace Machamp with Hariyama, who counters CB/DD Tyranitar and also counter Dragons. Hariyama can also Restalk, if needed, but Gyarados is already doing that so it's not too big of a deal. I'd just run Thunderpunch so you can use it to counter Gyados too. So it's not too much of a loss, and Hariyama has the capabilities to take a Sword Dance Outrage from Garchomp. I think you'd be getting more bang for you buck if you go with Hariyama essentially.

Starmie seems sort of unnecessary. Since Gyara is restalking, it should be fine most cases even without Spin support. I'd still run DD on Gyara so it can actually do damage since after Lucario falls your team is easily stalled to death. Anyway, this means I'd replace Starmie for a Calm Zapdos, who can deal with Gengar and Mixape, and has the added bonus of taking down Togekiss without resorting to Exploding on it with Heatran. Hariyama can take on the job of a backup counter to Gyarados if needed.

Since your team is loaded with Ice/Electric attacks now, I don't think you'll need Stone Edge on Lucario for "fliers". I'd just go with Crunch so Cresselia doesn't completely wall you (SD Crunch does a number against Cresselia).
 
Picking up for where Tangerine left off, there are some little changes I would make to slightly help the team. Although they aren't really significant at all.

That hits 308 Defense and 240 Speed. The only thing you sacrafice is 2 Special Attack EVs, but doesn't Stealth Rock deal 12% of damage to Forretress anyway when they're set up? I stress this Defense stat because for 4 EVs you gain 1 stat point plus an additional point for having a benifical nature. I believe that it's just better to have.

Now onto a more important criteria. Gyarados and its EV distribution. It is fine with the current set, but as Tangerine has suggested, Dragon Dance would increase the chance of a "late-game" sweep so long as it has Dragon Dance. Here's the set:

You get your "magical" number where 4 EVs = 2 stats in Defense because of the benificial nature. But more importantly, the Speed allows you to outspeed Garchomp after one Dragon Dance, and beforehand it allows you to outrun Tyranitar (that doesn't have a + Speed nature).

Speaking of Garchomp, can't Starmie shift over to Ice Beam for more coverage? Celebi is a more than reliable Gyarados counter, especially with Stealth Rock support. Plus, if worse comes to worst then you can hit the opposing Gyarados with your Lucario's Extremespeed which will deal a good 30% of damage. Garchomp is arguably the biggest threat in the game, and you should pack as much coverage as you cana afford.

Finally, I recommend a Machamp EV spread that I believe was made popular by myself. It's a little more efficient than your current and is generally a better spread.

HP is for 368 which is for Leftovers recovery. The Defense is that "magical number" I have mentioned a couple of times in this rate. The Attack was for keeping the offense going well. The Speed can always go into Attack but it does outspeed Blissey with those EVs, who can at times OHKO with Seismic Toss in certain situations. It may seem a little pointless, but it only costs 8 EVs which wouldn't do any better in a different stat, so why not?
 
Over all, this team has 2 poke that are 2 weak to each of these types. Fighting, Ghost, Fire, and Dark. Fire is ok, since you have Heatran to benefit off of it and you resist it with two other poke. But otherwise just looking at that makes me feel all kinds of sad on the inside, those types are some pretty common STAB's.

A Careful CB T-Tar has the potential to take 5/6ths of you team out packing Stone Edge Pursuit and EQ . Mismaguis packing CM Hp Fight set could do some damage if it gets a sub up or a Focus Blast, Shadow Ball LO Gengar. Because of that I would consider running Dark Pulse on Heatran and maybe even Bullet Punch on Lucario. Also put Crunch on that beast for Cresslia. Since you have Stealth Rocks on this team, Bullet punch will OHKO both those ghosts. DD on Gyara would also scare T-Tar and makes a great switch in after a CB EQ.

Your sleep talkers don't really take care of Gengar, the most common sleeper arguably. Which is just another reason to put Dark Pulse on Heatran. You can resist (hopfully) what ever move you swith in on and then send it into oblivion.

I'd say try out a Roserade lead. Thats what I use and I love it ATM. Fits with Heatran duh, and with 252 Sp att evs and Timid nature it can 2hko T-Tar with STAB Leafstorm. I run Hp Ice instead of fire. And toxic spikes instead of Stealth Rocks, I guess its preference but I'd say try it out. SR seems valuable to this team I must admit though.

Who's taking the special hits and no status's are the only two other things I would like to point out.

Ambitions, I added zapdos over starmie to take down gengar.If I see CBtar I instantly switch to machamp/hariyama(still testing).I put crunch on lucario and it has been working better than stone edge.But about roserade, she doesn't counter gyarados too effectively cause of that weak defense.I realize that roserade has the potential to do a number on gyarados but only cause roserade has highish special attack.Celebi on the other hand walls more than just gyarados which roserade can't do.
 
Yeah I usually just sleep Gyara and then switch in a counter, which for me is Zapdos, who gets to use Agility on the Switch and then before you know it, the game is near done. But I most def agree with you that Celebi is a great Gyara counter and works well with this team.
