Manaphy's great natural bulk, typing, and solid Speed and Special Attack enable it to become a fearsome setup sweeper with Tail Glow. Ice Beam covers Dragon- and Grass-types like Latios and Hydrapple, and it's strong against Tornadus-T and Water Absorb Clodsire. Energy Ball nails opposing Water-types like Rotom-W and Keldeo, but Manaphy can run Substitute instead to turn passive Pokemon, including passive Water-types like Slowking and Toxapex, into setup fodder for itself. Substitute is additonally helpful to protect Manaphy from revenge killers and faster Pokemon like Lokix and Thundurus-T. Leftovers augments Manaphy's all-around good bulk and enables it to set up with Substitute additional times. Alternatively, Manaphy can run Heavy-Duty Boots to fit better on teams lacking entry hazard removal. Tera Fairy removes Manaphy's few weaknesses to Grass and Electric to improve its matchups against Pokemon of those types, such as Zarude and Thundurus-T. The resistances Tera Fairy provides help Manaphy against Weavile, fast Dragon-types like Latios and Hydreigon, and priority users like Slither Wing and Conkeldurr. However, Terastallizing Manaphy makes it more vulnerable to Bullet Punch from Scizor. The Grass resistance provided by Tera Poison lets Manaphy tank hits from Grass-type revenge killers like Zarude, Serperior, and Ogerpon before it retaliates with Ice Beam. Additonally, Tera Poison Manaphy is immune to Toxapex's Toxic and maintains the benefits of Tera Fairy against priority moves like Mach Punch and First Impression.

Manaphy fits several different teams thanks to its both offensive potential and solid defensive profile. Manaphy's offensive typing can force Unaware walls like Skeledirge and Clodsire to burn Terastallization for their teams, making Manaphy very helpful in matchups against defensive teams. Hyper offense teams appreciate both this and the holes Manaphy makes with Tail Glow, as they can pave the way for fellow setup sweepers. Salamence and Revavroom benefit greatly from Manaphy tearing apart defensive cores that rely on Mandibuzz, Skarmory, and Slowking. Entry hazard setters help Manaphy secure KOs against Pokemon like Excadrill when it's unboosted and Conekldurr when it's boosted; Deoxys-Speed and Excadrill are especially consistent at getting hazards up for Manaphy. Heatran is a hazard setter that matches up well against Latios and offensive Grass-types, and it can trap bulky Water-types for Manaphy too. Tornadus-T can switch into Grass-types like Hydrapple and Serperior for Manaphy, while Manaphy can threaten Rhyperior and cover gaps in Tornadus-T's coverage against either Heatran or Tyranitar. Manaphy's ability to use Heatran as setup fodder is appreciated by Pokemon that struggle against it, including Tinkaton, Lokix, and Gardevoir. Thundurus-T can absorb Electric-type moves from revenge killers like Sandy Shocks and opposing Thundurus-T for Manaphy.

I would mention how Tera Poison gives it Grass resistance to better combat Zarude, Serperior, and Ogerpon. It also avoids Toxic from Toxapex. It still retains the similar benefits of Tera Fairy when it comes to priority users in UU too.

I would move this up before you mention partners. Maybe try to merge it with your reasoning for why it works well on HO, but if not, leave it as is.

Hazards definitely need a mention (notably KOs drill after rocks, high chance to KO Conk at +3, etc.), so stuff like Deoxys-S, Excadrill, and Heatran could be brought up. You could mention how Heatran deals with Latios and offensive Grass-types and can trap bulky Water-types, removing them with its coverage.
