OK-OverKill

hey smogon staff i am not sure if this is the right place to post this but i was looking at how salamence was moved to ubers. Now at first I was really excited but I started to think Salamence isn't good enough for ubers. So I came up with an idea to create a new tier called OK-overkill or you could call it something else. The point of this tier is for pokes that are used too much in ou and need to move but are not good enough for uber for ex. scizor,salamence,garchomp,maybe wobbuffet and any others that would get too good for ou. To conclude this I just believe that uber should be for legendary pokes and pokes that are too good for ou should have their own tier. Please think about this and write me back if you have any questions or comments.

The tier you suggest has been suggested before, as some sort of midrange uber tier with all the suspect pokemon on it.
Regardless uber is a ban list.
It does not matter if a pokemon is "good enough" for ubers
if it is too good for OU it is going to be moved to ubers Ubers.
Salamence actually can be used quite effectively in ubers when paired with rayquaza as a way to (kinda) circumvent the species clause.

Nothing is stopping you from starting your own tier list though.
