It's a shame that he does not get Grass Knot, but with this set, he can always finish stuff off with Brine, since, if the opponent is below 50% health, Brine's power doubles and becomes 130. With Rain Dance and STAB, it is very very powerful. And with Omastar's above average special attack, Brine is an effective finishing move. Surf is there if you are not sure. With Omastar's good defense power, it can come in and help eliminate Sandstorms that may be plaguing your team, but watch out for Earthquakes and Grass Knots, and whatnot.
 
Swift swim? After you rain dance, chances are you're not going to have much hp left.

You should have hydro pump over surf/brine. The boost is really worth it.

Another interesting choice might be endure+petaya since it won't die from sandstorm and it gets ohko'd by a lot of things.

Well, I edited my post with the link.

Anyway, Omastar gets the Sandstorm x1.5 SpDef boost, but this conflicts with Swift Swim. I think Omastar should either have Rain Dance or Rock Polish, depending whether you're going to use it in the Rain or in the Sandstorm. Then 3 special attacks. A water attack and Ice Beam seem pretty obvious. Then either Ancientpower or a Hidden Power Grass or Rock. Omastar also gets Knock Off, which is cool. Maybe you'd want to replace the third slot with just that.
 
concurring. im using a RD set for ingame since its best move is already strong + the extra boost from RD really helps it out A LOT. I think the extra speed from RD outweighs the benefits of RP since its less turns you have to set up for, anyway.
