[OU] Is this good enough?

I am soft resetting for a good Zapdos and I cam up with this: Timid 30-31/8/28/0/30-31/16... in Fire Red

Reposting since this got deleted from Ruins of Alph - OU

Playing Try-hard OU builds on retail console with a mate, have access to FR R S & E - no event pokemon or GameCube.

Thinking this could be a fast semi-defensive set that's (just) capable of taking out Salamence,
EV Spread I'm working on: (see bottom)
EVs: 156 HP / 248 Def / 104 Spe

The Dragon Dancer Adamant Salamence we currently have has speed 137, so 104 just outspeeds, calc tells me after 9% chip damage Thunderbolt has a 82.4% chance to 2HKO after Leftovers recovery - or guaranteed without Leftovers. Might consider thunder (58.4 - 69.1%)

Should I reset? I'm happy to reset for a while, but Timid + 3 IVs above 28 and 16 Spe is pretty good in this gen.

I guess my question is - will this zapdos succeed in it's usual goals in ADV? Will some threat that will wall this one that a normal 31SpA won't?

How big of a deal is speed tier once you outspeed strong Adamant speed 90 mon? Looking at speed tiers it isn't a very competitve spot. Other Zapdos would be the main threat or obv Jolly Salamence, Timid Moltres would be annoying (but is as equally annoying to get), Adamant Choice Band Tauros hits hard but gets badly damaged. HP Ice Typhlosion and the rare Timid Suicune become threatening (even harder to get and you've have to assume we'd give up and talk a Calm or Modest one).
if we do Uber Modest Kyogre is a really depressing outspeeding, but without SpA its game over anyway. 110 speed tier seems to rarely run Modest/Adamant without full speed investment.

Zero spa IV is a no go so i reccomend to just reset to a new one. Perhaps change the movepool so it can hit ground types with HP Ice/Grass

This is Gen3 pre-emerald. Pre- Synchronise for natures. Archaic stuff for Pokémon

Resetting for Hidden Power is a no-go without RNG manip - breeding is a maybe. Completely random means getting decent power and a type that matches your physical/spA is unlikely and to get that and good IVs in every relevant stat plus a nondestructive nature is probably rarer than a shiny (no perfect IVs are guaranteed; so we’re talking 1/25 to get Timid, 1/32 for each 31 IV and then say 1/40 to 1/60 to get good power Hp and 1/5 to get a usable useful type)
