Hippowdon
@Leftovers
Ability: Sand Stream
Nature: Impish (+Def, -SpAtk)
Evs: 252 HP, 6 Attack, 252 Defense

Moveset:
-Stealth Rock
-Ice Fang
-Earthquake
-Slack Off

Overview:
Although at first its ev spread varies from standard hippowdon, it is needed for this teams durability. It allows for hippowdon to take a +2 Close Combat from Lucario and hit back with earthquake. As a lead it also breaks sashes due to sand stream and stealth rock. Ice fang is for the common dd salamence.

Zapdos
@Leftovers
Ability: Pressure
Nature: Bold (+Def, -Atk)
Evs: 252 HP, 220 Defense, 16 Speed, 22 Special Attack

Moveset:
-Thunderbolt
-Roost
-Heat Wave
-Hidden Power (ICE)

Overview:
Zapdos makes a great addition to this team. Metagross although countered by hippowdon is even more threatened by zapdos.
Zapdos also allows an easy walling of Scizor who is now one of the most Overused pokemon due to platinums addition to bullet punch. even a +6 LO Bullet Punch.

Vaporeon

Ability: Water Absorb
Nature: Bold (+Def, -Atk)
Evs: 184 HP, 252 Defense, 72 Special Attack

Moveset:
-Surf
-Hidden Power (Electric)
-Wish
-Protect

Overview:
In my opinin one of the best bulky waters in the metagame. Great counter to Infernape and Gyarados as well as giving other pokemon on the team some hp with wish it takes plenty of hits and serves as a team player.

Scizor
@Life Orb
Ability: Technician
Nature: Adamant (+Atk, -Sp Atk)
Evs: 32 HP, 252 Attack, 224 Speed

Moveset:
-Swords Dance
-Bullet Punch
-Superpower
-X-Scissor

Overview:
Extremely good revenge killer and physical sweeper tears apart the now lesser common SkarmCressBLiss, and almost all walls in the metagame other than zapdos, heatran, and gyarados.

Blissey

Ability: Natural Cure
Nature: Calm (+Sp Def, -Atk)
Evs: 252 Defense, 64 Special Attack, 194 Special Defense

Moveset:
-Flamethrower
-Wish
-Toxic
-Protect

Overview:
Ahh... the big pink puffball who some said to be extinct after the release of platinum but here it is. Wish support+Toxi Stalling is great in the sandstorm that this team has. Flamethrower now has great use against those scizor trying to come in and negate your toxic.
BLissey the best special wall in the metagame is great on this team due to the fact that not many special sweepers will be able to even touch this little pink puff.

Heatran

Ability: Flash Fire
Nature: Naive (+Spd, -Sp Def)
Evs: 6 Attack, 252 Special Attack, 252 Speed

Moveset:
-Flamethrower
-Hidden Power (ICE)
-Earth Power
-Explosion

Overview:
Amazing! Choice Scarf Heatran is a blessing to this team. Counters jirachi and allows me to hit opponents hard. Naive is used for extra speed and allows my explosion to do much more to blissey and tentacruel. Works great alongside scizor.

This looks like a decent and somewhat solid team. You do seem to be a bit weak to Ice Punch Lucario and I would suggest replacing either Zapdos or Heatran's HP Ice with HP Grass as I don't really see what you could do against Swampert other than resorting to poisoning him and trying to stall out his life. Other than that I think everything looks fine.
 
I recommend that you use a 252 hp/252 def/6spA spread on your vaporeon for more durability against things like infernape's close combat. 68 (or 72 like you have) special attack EVs were standard before garchomp was banned so you could get a ohko with ice beam, but since garchomp is banned and you're not using ice beam they're not needed anymore.
