Any viability Pachirisu could have with its decent utility movepool and Speed is utterly eclipsed by its horrendous defensive stats and lack of reliable recovery. Other Electric-types such as Lanturn and Oricorio-E offer far more useful utility courtesy of their higher stats, dual typings, and the latter's access to recovery.

That said, Lanturn can more effectively act as a defensive pivot thanks to its superior stats, access to moves such as Scald and Heal Bell, and an additional Water-typing, allowing it to check Pokemon such as Oricorio-E and Swanna far more effectively.
