Protect is a useful move not just to avoid damage but also to activate its Flame Orb at the beginning of the battle. (both of these are obvious enough to not need a mention) Earthquake is a powerful spread move that threatens both foes, whereas Substitute takes advantage of foes that try and use Protect to passively let Ursaluna wear itself out with burn chip damage and stall out Trick Room turns; it will also block Intimidate once it has been set up. Ursaluna's final moveslot is fairly open, so it can make a lot of options work, including coverage for Ghost-types such as Throat Chop or Roar to bypass foes that use Imprison to deny Trick Room and Protect from being used. (neither of these are really used)

one thing that i think should be emphasized is that while leading ursaluna is generally not recommended, getting it in as quicky as possible certainly is, and that normally comes from pivots (parting shot) or aggressive switching.
