Reasons this should be on site:
-4x resistance to fighting makes it a good lucario counter
-Can outspeed positive base 100's
-Can annoy opponents with Confusion
-Can stop weakness to rock before being hit due to high speed
-Walls sd lucario
-Helps sweepers take down walls with super fang.

Team options:
-You can theme a team around this pokemon's support options.Eg. Specially defensive zapdos, SD Lucario, Scarf Celebi, Sub painsplit gengar and Band/dd tyranitar. It's super fang attack allows it to help break down walls that this team would otherwise have trouble with.

Counters
-Scarftar can outspeed it and OHKO with Stone edge.
-Any special sweeper with at least a =STAB or SE move
 
Any reason to use this over Gliscor? Maybe Breloom if you opt for Brave Bird but that hampers your ability to take those hits.
 
Crobat has no business being used this way. This takes 54.2% - 63.9% from +2 Espeed, while you deal 56.6% - 66.5% with brave bird, taking 53-62 damage in the process. After SR, you have at most 18 hp left. And if you switch into CC with SR up, +2 CC and +2Espeed kills you. So not really a Lucario counter.
Gliscor has similar speed, but much more defensive bulk. If you really want, why not run taunt, making it one of the best breloom counters ever I guess, with a lum berry. Overall, because you can't run Brave Bird/Roost and Toxic/Super Fang/Taunt/Hypnosis at the same time, its wallbreaking abilities are hampered. If someone else wants to argue for this set, at least add in Taunt, please.
 
Okay so I've taken the time out of my life to point out the major flaws of this set. Let's go MASOCHISM!

No, it is a shitty Lucario counter. +2 Extremespeed does 54.2% - 63.9% to Crobat. Meanwhile Crobat uses Brave Bird and does at least 2HKO, but with the Brave Bird recoil doing a 1/3 of damage back to itself, it pretty much just fucked itself over with Stealth Rock combined. With ESpeed doing minimum of 54%, and Brave Bird forcing Crobat to take 18% MINIMUM, you have a dead fucking Crobat since the bar minimum is that it's left with 3% health. That is absolute shit. What do you get in return? A Lucario that had its health dropped a little bit. Hardly a counter if it forces to kill itself because of it.

That's it? What the hell, why do I want to use a Crobat that only outspeeds Base 100's? Most of the Pokemon past a base Spe of 100 are somewhat frail. I point to Gengar, Starmie, and Azelf for examples. I want a Pokemon that can at least fight back against these guys since it's the only unique point it has vs. Gliscor.

We care why? Most of the time that Confusion is ever successful is during a switch in, and usually it has to be backed with paralysis.

By possibly gimping it out of a STAB and no Taunt to back it up, meaning Walls can likely recover their health with their healing options. Fucking. Brilliant.

I'm not even going to bother with the rest. Sorry to sound rude, but come on. At least do the calcs to prove that it IS a Lucario counter.

I wish I can reject sets.
