[OVERVIEW]

Pidgeot is thoroughly outclassed by Fearow in RBY NU, except in the bulk department. Pidgeot has worse Speed and offensive stats plus a barren movepool lacking in reliable Flying STAB, making it unable to distinguish itself offensively. Furthermore, with bulky offensive Flying-types like Moltres in the tier, it struggles to actualize defensive roles as well. Ergo, Pidgeot should not be used on any competitive RBY NU team, and Pokemon like Fearow, Aerodactyl, Moltres, and Charizard should be looked to first.

This is the best that Pidgeot can muster with its horrid movepool. Double-Edge and Hyper Beam act as its STAB options, 2HKOing Pokemon like Raticate, Dragonair, Venomoth, Fearow, and Rapidash if used in sequence. Mirror Move gives Pidgeot some slight flexibility, allowing it to potentially use moves like Earthquake after switching in, but it won't help Pidgeot against Pokemon that don't use moves they're weak to, like Charizard and Rapidash. Agility allows Pidgeot to ignore the Speed drop from paralysis and outspeed the unboosted metagame, giving it a shot at a late-game sweep.

Pidgeot doesn't have much in the way of customization due to its barren movepool. Toxic is a valid alternative to Agility for thwarting wrappers like Charizard, Dragonair, and Rapidash, making them take more damage than they deal. Sky Attack is an unwieldy but serviceable STAB option that can deal major damage, but it often just ends up letting Golem in. Finally, Substitute can be used to relieve prediction with bonus Mirror Move synergy, letting Pidgeot scout for a potential move to copy. Pidgeot is best used on teams that already include Fearow to develop a Normal attacking core, as otherwise, it has no niche in the tier whatsoever.

Pidgeot gets Wing Attack and Sky Attack, so its not lacking in Flying STAB. Its lacking in GOOD and RELIABLE Flying STAB like Drill Peck, but it does exist so i'd reword this.

Tiny nitpick, but both Charizard and Rapidash are spinners not wrappers. "partial trappers" is better perhaps?

Finally, Substitute can potentially be used for Mirror Move synergy, letting Pidgeot scout for a potential move to copy.
Possibly worth elaborating on this more, as Substitute is also good at easing prediction and the like. Its not the BEST option, but Mirror Move scouting isn't its main purpose I believe. If you deem this unimportant i'm fine with you skipping it.

Not much here, if you implement the above im going to stamp this as QC 1/1. Its a terrible mon with realistically no niche, you cover its actual alternatives and its few benefits fine, I agree with the move choices, etc. etc.
