Celebi @ Leftovers
Ability: Natural Cure
EVs: 252 HP / 192 SpD / 64 Spe
Calm Nature

Celebi plays an important role in this team. I'm afraid there's not much I can exemplify about it. This set is universally known.
As it's evs and moves told, it's main purpose is to against sp.atk orientated pokemons expect Volcarona, Hydreigon, Latios, Latias, Healthy Hurricane Dragonite, etc. And if the situation allows, I can utilize Nasty Plot & Baton Pass to gain advantage. And as it's ability told, I use it to shuffle off any status my opponent wants to exploit.
It's 192 SpD used to spread into Def and I used Calm Mind instead of Nasty Plot, but I found the effect wasn't desirable on Moltres, so I used the original set.

Politoed @ Choice Scarf
Ability: Drizzle
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 2 Atk / 30 SpA

- Perish Song
It used to have a defensive set but during the most of the game it's not helping, so I changed it into a Scarf set. It eases Moltres' burden, serves as a switch-in for dragon & ground type and and an ideal baton pass receiver besides Moltres.
I chose Surf over Hydro Pump and didn't use Focus Blast was because I wanted to avoid as many any miss scenarios as possible. Perish Song for anything equips with Calm Mind and Politoed cannot guarantee 2HKO. Such as Reuniclus and Keldeo. If my prediction is wrong, I might click myself into the disadvantage.
Scarf set might seem foolish since I have Moltres in my team. It's not endurable so the team might not be competitive during the weather war, and Hurricane without the right weather is unreliable. I'm puzzled by it right now.

Moltres @ Choice Scarf
Ability: Pressure
EVs: 252 SpA / 4 SpD / 252 Spe

Moltres is the reason I built this team. Hurricane in the rain is magnificent and I want to exploit it. But I couldn't find a good synergy for it so I'm asking for help.
Timid & Scarf allows it to outspeed Keldo, Latios and Tornadus without Scarf, CB or SD Garchomp, DD Dragonite, and Scarf Rotom-W.
Flamethrower mainly for Ferrothorn and Skarmory, HPG for Seismitoad, Rotom-W and Tyranitar. But mostly, it will just Hurricane anything until it cannot guarantee OHKO/2HKO.
The problem is Stealth Rock can ruin it's stage, and my team isn't affordable when facing a stall team. If I can't remove the hazard and the setter, it might become a disposable.

Rotom-Wash @ Leftovers
Ability: Levitate
EVs: 248 HP / 20 Def / 240 SpD
Calm Nature
- Volt Switch
- Hydro Pump
- Will-O-Wisp
- Thunder
Sadly, Rotom-W is the only pokemon in my team that can use electric. And since it cannot guarantee OHKO when facing a healthy Jellicent or Tentacruel, they may applied Will-o-Wisp/Toxic to damage it's performance, or Toxic Spikes if the latter is a bold and good one.
And it's the only counter for Cloyster if it doesn't equip with Focus Sash.
Of course, it's also a Nasty Plot receiver. Sorry that's all I can say about it.

Donphan @ Leftovers
Ability: Sturdy
EVs: 252 HP / 252 Atk / 4 SpD

- Earthquake
- Ice Shard
I would like to choose Tentacruel to apply Toxic Spikes, but I also need a spinner who can hurt dragon types, rock types expect Cradily, steel types expect Skarmory and Bronzong. And there might not be a spare slot for me to add someone that can learn Stealth Rock. So I chose Donphan.
It has been a pain for me that any combination of Ferrothorn, Tentacruel, Skamory or these three in a row can wear out Donphan easily, even my whole team.

Scizor @ Choice Band
Ability: Technician
EVs: 248 HP / 252 Atk / 8 SpD
Adamant Nature
- Bullet Punch
- U-turn
- Pursuit
- Superpower
Scizor is here to clear the path for Moltres, or to become the end game sweeper.
It's also the only steel type here to wall dragons expect and it's not a sword dance & roost set, so it's not a solid one to do the job. It also cannot switch-in freely when Latios/Latias is on the stage because it might encounter Surf/Thunder/HPF. The team will face bombardment if the opponent's team is a 2 steels plus 4 dragons team, or a variety of 3 steels plus 3 dragons.
Because of the damage CB can provide and it's position in the team is a pivot not a long-standing sweeper, so I didn't try the sword dance set.

Hey, this team is cool, and Moltres does have a very cool niche as an unexpected Rain abuser with 100% accurate Hurricanes and the ability to still OHKO Ferrothorn even in rain. That being said, Moltres is outsped by a lot of other common Choice Scarfers, namely Jirachi, Lati@s, Keldeo, and even Landorus-T, and can struggle revenge killing at times, so it's generally not a very good Choice Scarfer. Its Specs set is very deadly though, so you might want to consider using that instead, possibly even with a bit of bulk and a modest nature. Choice Scarf Politoed is also not very strong, and quite vulnerable, defensive sets are generally preferable due to their longevity allowing you to win the weather war much easier against Sand/Sun. I highly recommend finding a different Scarfer (Latios and Keldeo are both great on Rain teams, something like Mienshao can put in a surprising amount of work, Garchomp does a great job revenge killing Dragons, etc.). Lastly, Donphan is an overmatched spinner on any BW OU team, much less Rain. Stealth Rocks are nice, but it's not worth running Donphan over either Rapid Spin Starmie or Tentacruel. Starmie has a ton of sets, so I would recommend looking into those yourself, while Rain Dish Tentacruel can be a monster on rain. I can vouch for the power of Sub + Protect Tentacruel, which can really dump all over other rain teams (provided they don't have one of their own, or a Sub + CM Keldeo), but Toxic or T-Spikes work really well too.
So to sum it up I would change Donphan for either Starmie or Tenta. If you do run Tenta, I recommend a specially defensive set and changing your Politoed to Physically Defensive to compensate for the loss of Donphan. This would also allow you to run a more offensive set on Rotom, which could help. I would also definitely change out the Scarf on Moltres for something else, all of Leftovers, Specs, and Life Orb (add Roost if you do this) are viable options. I followed your advice, changed Politoed to physical defensive set, Moltres to Specs, Rotom-W to Scarf and using a special defensive Tentacruel instead of Donphan.
Moltres has a new Evs speard of 72 HP / 252 SpA / 4 SpD / 176 Spe, 176 Spe to outspeed any type of Dragonite but a Jolly/Timid/Scarf set, and 72HP to make it a little bit bulky.
Celebi now runs a special defensive set, and fill the vacancy of Stealth Rock setter since Donphan was exited.

The only threat I have encountered so far is Tornadus, or just Hurricane, no one can wall it and the most safety way to deal with pokemons that run Hurricane is using Rotom-W(If it's a healthy Volcarnoa after a Quiver Dance, the game is set).
Ferrothorn & Jellicent & Jirachi/Tyranitor/Heatran/special defensive Excadrill/Skamory might give this team a hard time. Moltres can check Ferrothorn & Jellicent, but if the team has a rock/steel type pokemon, my opponent can switch it in, force my Moltres out, and switch in Ferrothorn simultaneously to set hazard.
What have been in my mind is changing Tentacruel's substitute to Toxic Spikes or Moltre's Scarf to Life Orb.
CB Kyurem-B is another nuisance to this team, it's Outrage can OHKO/cripple everyone in the team and only Scizor's Superpower can guarantee OHKO.
