Not that we can't beat the NIdoqueen (Good lord her movepool is short), but I'm a little confused as to how this chain of events unfurled.

Like, sub priority is all well and good, but the checks feel like they're in the wrong place?

The first sub that should have activated is the 3rd Sub - it's a very simple attack clause, which is evaluated earlier. Chance Clauses (Which don't specify an action to check), such as those in that 2nd sub, would only check to see if Gliscor was under various effects when Nidoqueen was scheduled to act, which by my reckkoning was at -5 Prio when Nidoqueen was to use Counter.

Actually I am waiting on 2 mods to pitch in. But since 9 days passed and we already have 2 votes in favor of something (so it is at worst a draw), I will just hit the "fuck them" button and call it a ruling.

I mean things like "IF Rain is up at the begining of the action THEN Bullet Punch" or "when pokemon-other-than-user is to act" or "IF Gliscor is NOT under P/E AND NOT under D/E AND at any moment of the action THEN stop whatever you are doing and Ice Beam it"?
2) By default (aka: if the sub doesn't specify when), when do conditions subs are checked? When the pokemon is to act? Any time on the action the pokemon can move? Insert other option here?
