Can I take the surfing Pikachu from PBR and breed it to get a pichu with surf? My sister and I both want a surfing pikachu.

No. PBR is the only way to get Surfing Pikachu in Diamond/Pearl.

No idea, but there is a surefire way you can both get one. Clone it.

I heard the cloning glitch doesn't work anymore. only some people have been able to use it.

Does PBR force you to save before you see that Pikachu's nature and stats?

And somewhat off topic, but I reserved the game on Friday.

nothing is stopping you using Pokesav to see the ID and the Secret ID of the Pokemon.

Then just edit what you like. People are going to do if they are desprate enough to use a Surfing Raichu.

I mean, come on, a shot at a Surf Pichu after 9999 Pokemon? Insane.

Off topic, but does PBR have a box system similar to Pokemon Stadium? I never played Colloseum. My box in Pearl is getting full so it'd be nice to store them on PBR.
