PP Ups

I've noticed some people looking down on a move because of it's low PP. I was wondering why they don't just use PP Ups on them. Is this not an option in the online battling programs? Or not allowed for some reason?
 
no its because if faced against a pokemon with pressure trait like suicune you'll quickly find yourself outta PP for that move
 
You do realize you can only use 3 PP Ups per attack, right? And each PP Up only raises floor(.25*maxPP) per PP Up? So 5 becomes 8, 10 becomes 16, 15 becomes 24, 20 becomes 32, and so on?
