This set allows for Primarina to act as a bulky win condition with its excellent typing, giving it setup opportunities vs pokemon such as Samurott-Hisui, Volcarona, and Dragapult. Psychic Noise allows it to break through defensive pieces such as Clefable and Toxapex. Substitute allows it to dodge status from the aforementioned Pokemon as well as Slowking and Hatterene. Encore is an alternative that punishes setup attempts from Kingambit, Dragonite, Clefable, and Gyarados-Mega.

This set attempts to maximize Primarina’s capabilities as a trading piece for offensive teams, doing so effectively vs a variety of offensive Pokemon such as Gardevoir-Mega, Feraligatr-Mega, and Palafin. EVs Outspeed max speed Adamant Kingambit.
Pros
• Good typing and bulk means it checks a ton of common offensive threats naturally, even short term, for offensive teams, such as Samurott-Hisui, Weavile, Volcarona, Crabominable-Mega, Dragapult, and Greninja lacking Sludge Wave.
• Extremely good at breaking down passive balance cores featuring Toxapex. Garganacl, Slowking, Corviknight, and Clefable while also taking on most offensive pieces on such structures well.
• To be more specific on the first point, Primarina is very solid at neutralizing threats on hyper offense and offense; examples include various Dragapult, Palafin, Feraligatr, and Volcarona. Encore also can help prevent setup, leading to easier interactions vs those HO threats.
• Trades nicely vs Pokemon such as Gardevoir-Mega, Charizard-Mega-Y and X, and Glimmora-Mega when already obtaining a Calm Mind boost, with many more examples to be seen in practice.
• All of these traits make it a perfect fit on a variety of offenses.
Cons
• Very easily overwhelmed by fast offensive threats such as Manectric-Mega, Serperior, and Meowscarada.
• Cannot outscale certain Calm Mind users such as Chimecho-Mega, faster variants of Calm Mind Clefable, and Sinistcha with its own Calm Mind set.
• Not a super long-term check to the aforementioned Pokemon because of no recovery and a spikes weakness.
• Does not have enough bulk to check certain offensive threats such as Charizard-Mega-Y, Mega Lopunny, and Starmie-Mega, and Dragonite.
