Hello, and welcome to this essay.
Before I get started, I want to thank you for taking the time to look at this. As it has taken a lot of work and thought to do, as well as finish. If you feel somehow offended by this essay, my suggestion is to leave and say nothing. We don't need flames here as they detract from the thread.
The purpose of this is to show Primeape from a different perspective that nobody looks at. If you are going to respond to this, I request that you do two things.
Keep your mind open, and don't let personal bias cloud your mind.
It is because of people not doing the above that the metagame -as some have discussed- is becoming stagnant. When things reach stagnation, it is time to look at the limitless possibilities.
Also note that I cannot use ShoddyBattle due to how outdated my computer is. I get in so far as watching battles and chatting with people, but have yet to actually face someone. The calculations, for that reason, will not be in percents.
So, I present to you my essay.

Primeape, a powerhouse that has become extinct in the higher tiers. Way back when, Primeape probably thrived -or was at least used- in competitive play. Its usage however, has dropped to nil due to its various counters...yet there are some strategies that people have yet to consider, mainly because of centralization. The centralization of EVs is what has caused a lot of Pokemon to never be considered for competitive play, their Base Stats not withstanding. There are a great many Pokemon that have alot more potential than people are willing to give them.
One example is right here. Ladies and Gentlemen, I present to you: Scar. He has perfect IVs, but there is something peculiar about him.
Scar @ Fist Plate/ Wise Glasses/ Muscle Band
Modest Nature
Ability: Vital Spirit
EVs: 76 HP/ 92 Def/180 Sp.Atk/160 Spd
Moveset:
-Vacuum Wave
-Toxic / Role Play
-Fire Punch
-Pay Back
Now, it was probably when you saw the EVs when you started thinking 'you have no idea what you are doing'. However, look at this again. Scar here is a bit more formidable than the numbers here show. Here are his stats after calculation. I sure a lot of you here know the HP and Stat formulas. Since he will likely always be at Lv.100, the Lv./ 100 becomes 1.
Scar's HP:
(( 2 • 65 + 31 + 19) + 100 +10 = 290
Scar's other Stats (In respective order):
Atk: (( 2 • 105 + 31 + 0) +5) • 1 = 246
Def: (( 2 • 60 + 31 + 23) + 5) • .9 = ~161
Sp.Atk : (( 2 • 60 + 31 + 45) +5) • 1.1 = ~221
Sp.Def: 176
Spd: (( 2 • 95 +31 + 40) +5) • 1 = 266
Now, you are probably looking at those stats and wondering "Whats your point?" or "What does this Primeape have that others don't?". Thats the thing, I have discovered that a more Sp.Atk-oriented Primeape does have something over a Physical one, and it is a big difference that most people do not see. The above are the most used Pokemon in the metagame. The most popular. How does this Primeape measure up? Well, as he is, he gets the floor wiped with him. However, with some help, he becomes a juggernaut of power and strength...I would like you to figure this out yourself, but for now. The following will give you the answer as well as some good hints. I will be doing battle scenarios where certain things have happened. Namely, where Scar has gotten support from a partner prior to this. The situation will vary to keep things a little bit more interesting.
For now, in Part 1 of this section, we will pit Scar against Scizor's non-Uber-class sets in a hypothetical situation (The others will on other posts due to character limit if you care to read that far).

Welcome to Round One. Where we will run the optimum scenario for Scar to make use of his abilities, which have been augmented prior to this, and there is no SR. That is because the Pokemon setting up SR got Taunted a few turns before, and has been taken down by Scar. Scar is down by 6/16 of his Max HP due to being attacked prior. Also, his Sp.Atk and Spd have been raised to Stage 2 via Nasty Plot and Agility the turns before by his BP partner.
Scar's stats are now as follows.
HP:145 Atk:246 Def:161 Sp.Atk:442 Sp.Def:176 Spd:532.
*Whistle* At that point, anything short of a Neutral MAX Spd Aerodactyl (Tier 0) or anything using Choice Scarf in Tier 0 can potentially outrun him without Speed Stat Boosts. However, his DEF leaves him wide open for Bullet Punch from Scizor. So, the only way to reliably damage Scizor before he hurts Scar is to use Vacuum Wave, which is neutral to Scizor. Sp.Def however, is Scizor's inherent weakness. Primeape is never seen with a Special Attack, let alone one with Spd priority. So this will come as a huge surprise. One of Scizor's problems is that is that it's sets do not make a utility out of it's defensive stats, which in most cases it doesn't need due to Bullet Punch.
Lets calculate how much damage Primeape will inflict on the various Scizor sets HP-wise, to make sure this is thoroughly done. The stats that do not change will not be listed again. I have corroborated with MetalKid's Damage Calculator with my own Calculations to determine the preciseness of my mine against his (with the exception of Fist Plate) using the range of items given.

Hmm. Looks lime my calculations may be not be precise or accurate. However, it would seem that Fist Plate would give the highest amount of damage. Only SD Scizor might have been defeated. While the rest would have HP remaining. This shows that if sufficiently augmented, Scar has the potential to defeat Scizor with a non-SE move. However, a more effective method would've been if the support had been able to use Trick on Scizor, which would've been unlikely. Then Scar might have had a chance to survive. This however, has set-up Scizor to be Revenge Killed.
1/4 of the Scizor being capable of being defeated isn't very impressive, but what of the other Pokemon that dwell within the Top Six Used? How does he fair against them? That will have to wait, as it is late here, and I must rest (its 2:46 A.M as I type this).
