Question About Explaining IV's and EV's?

Okay, so I post some pokemon that I had bread in my Ruby and Sapphire game, I didn't level them up or change any of there stats, the only thing I ever did was on accident, (like they were in my party and got experience, but switching them out or not having them in the correct slot.) My question is about IV's, and EV's. I know what they are, and I could explain what they are, But I get confused about leveling them up and how they are shown the game screen?

So, here are some Examples of two Pokemon I breed, and maybe someone can explain to me more about it.

Jolly - Hyper Cutter - Lv.5
Bubble, Ancient Power, ---, ----

HP: 19
Atk: 14
Def: 11
SpAtk: 9
SpDef: 9
Spd: 9

(Those are it's stats, and if I want to increase it's attack, I want to battle Pokemon in the wild or trainers with the attack stat. I'm not really looking for speed, since I know Chorphish is slow, but what are the IV's on this Pokemon? And how could I get them so they are the highest for the attack. and how do i do that without changing his level?

You can use an IV calculator to check there IVs, but they must be level 100. Also, this is a SQ&A thread type question.

EVs are, yes, if you train them through pokemon who's attack stat is there highest, they will get attack EVs.
