Question about Move Relearners Teaching persons

The guy that teaches your pokemon level up moves... Does that pokemon have to have learned it first? I am asking because I am raising a Vaporeon, but I want it to learn Aqua Ring. Am i going to have to wait on lvling it or can I teach it Aqua Ring afterwards?

I don't think you can teach a move that it hasn't learned yet. Once Vaporeon gets to level 43, then it will learn it naturally. If your Eevee evolves past level 43 (for whatever reason), then you can use the move relearner to get Aqua Ring, yes.

sorry i meant i was training this Eevee in advance generation. If i transfer it lvl 100 through Pal Park, can I teach it aqua ring

Yes. (Once you evolved it)

You wont be able to get eevees level up moves though, due to it being a stone evolution, so no baton pass unless you teach it prior to evolution.

BPass at 36, evolve, then Aqua Ring. Vappy can still relearn it if it is evolved in Adv games.
