A Generally useful pokemon. The occasional speed boost is good, and this hits a lot supereffective, along with being a great wall breaker (yes infernape is better, but not relying on fire is good.) Thunder is better, but Thunderbolt is more accurate.

Scizor (M) @ Choice Scarf
Ability: Technician
EVs: 28 HP/252 Atk/228 Spd
Adamant nature (+Atk, -SAtk)
- Brick Break
- Iron Head
- U-turn
- Pursuit

Kills Psychics, Darks (including Weavile and Tyranitar), stops Celebi and picks off a lot of pokemon for the team. Thought about using Quick Attack for picking off faster pokemon, but Iron Head stops Heracross. With Rain Dance, his weakness to fire is not as bad.

Ability: Swift Swim
EVs: 120 HP/136 Spd/252 SAtk
Modest nature (+SAtk, -Atk)

Rain Dance User, and great pokemon overall. With Swift Swim, reaches an impressive speed.

Kingdra/Electivire already have electric attacks, use Ice Beam on Starmie, so u have 2 Ice Beamers (Starmie+Kingdra).
 
I dont know if it was just me, but i noticed a lack of physical attacks...

it might hurt, it might not, depending on the opponent.
 
rain teams aren't exactly my forte, so I don't feel comfortable going into great depth, but I do have a few suggestions.

One of the great things about Kingdra is that it can 2HKO Blissey in the rain with waterfall. I think it would be a shame to pass this up, since the only other poke on the team even with a chance of killing bliss is the generally subpar electivire. So I would give Kingdra Waterfall, Life Orb or Mystic Water, and a +Attack nature which will allow it to 2hko blissey. (Bronzong should probably be the one holding Damp Rock, since it can live longer and use rain dance more times).

A Good replacement for Electivire would actually be Garchomp, Since it resists the fire attacks that will bombard this team if your opponent has TTar, and can take advantage of its Sandstorm to boot. It's also really easy for you to switch out of both ice and dragon attacks which threaten him.

Well, for Garchomp, I agree that it is better than Electivire since I've used one on my team with great success. And Garchomp knows Surf, so maybe you can try this set:

Garchomp @ Life Orb
EVs: 16 Atk/252 SAtk/240 Speed
Naughty Nature
- Swords Dance
- Draco Meteor
- Earthquake
- Surf

Surf can take advantage of Rain Dance to boost its power and it always catches opponents by surprise. Ya, and Kingdra works better with Life Orb in my opinion.

For your Celebi, maybe you can put in U-Turn, because if Pursuit from things like Weavile and Ttar hits, it's gonna hurt Celebi badly.
