Pain split with low health to cut health down significantly, Earthquake fire punch to counter other pokes, shadow sneak for a priority move.
 
Hey, you're going to need to add descriptions or else someone will lock this thread. Also, pictures would be nice for the reader to stay interested. Also, natures are a necessary part of someone reading this just as much as the ev's are. With that said,
here are my suggestions as I can't fully tell what each poke is intended to do.

First of all, Forretress should run 252 hp/176 def/80 spD. That's just a more standard mixed wall (albeit much more defensive, just able to take some weak special attacks).

Next, Gengar should probably run a sub/pain split set like this

Ghost/Fighting has perfect neutral coverage, and you already have Starmie for some type coverage moves.

On Starmie, use Ice Beam>Blizzard. The accuracy of blizzard is terrible, and you need Starmie as a reliable revenge killer due to its speed and wide range of coverage. Also, get rid of psychic for recover and change leftovers to life orb to hit harder and shrug off the life orb damage.

Umbreon has very little use other than being a wish passer, and your team does not need that at all. I'd recommend replacing it with a specially defensive Heatran with Stealth Rock. Here's the set

He helps you get a reliable fire resist as starmie really can't take hits, especially not switch in on them, and stealth rock is always useful on a team.

If you're going to use Weavile, use 40 hp/252 att/216 spe with a Jolly nature. It's fast enough where it doesn't need all the speed. I'm not sure what the use of it is though, as it gets destroyed easily in this metagame, and you now have 2 steels to stop dragons from going crazy.

Lastly, you don't need dusknoir and gengar on the same team. I'd get rid of dusknoir for a physical attacker, which your team lacks. He just doesn't hit hard enough. I'd recommend a Dragonite with this set. It does a great job at sweeping if steels are taken out.

You can already take care of heatran, who is one of the few counters to this set, as lum berry stops status users from doing serious harm.
