Rate my team/help finding a good lead

hey there.. I have this problem I can't find a good lead poké, who can balance with my team.. please help me.. I'm fairly new in the competitive zone..

Forretress
Careful nature/ item- leftovers
EV - hp 252/atk 46/sp.def 212/

- spikes
- Toxic spikes
- Rapid Spin
- Payback

this is my lead, but don't think he is that good.

Salamence
Naive nature/ item- life orb
EV - atk 6/ sp.atk 252/ 252 Spe

- Dragon Claw/Stone edge
- Fire Blast
- earthquake
- Draco meteor

my Salamence is a beast, but I'm undecided if it shall be Dragon Claw or Stone edge, I use Salamence to avoid Heatran and Electivire from being shredded by earthquakes.

Kingdra
Timid nature/ item- Choice specs
EV - hp 34 /sp.atk 252/Spe 224/

- Dragon Pulse
- Hydro Pump
- Draco meteor
- Surf

this Kingdra is absolutely one of the strongest on my team, it shreds empoleon with 2HKO Hydro pump. and taking any incoming water attacks.

Heatran
Naive nature/ item- shuca berry
EV - hp 6/sp.atk 252/Spe 252/

- Fire Blast
- Stealth Rock
- Earth Power
- Explosion

This Heatran is good at getting in, and take any fire moves aimed at Forretress, set up SR, and then fire off 50% boosted Fire Blasts.

Electivire
Adamant nature/ item- Expert belt
EV - atk 252/ sp.def 6/spe 252/

- Thunderpunch
- Cross Chop
- Earthquake
- Ice punch

Eletivire is really useful, with good type coverage, I have been experimented with a Skarmory as a lead, and it works well, cause any fire or electric moves aimed a Skarmory, I can switch in Heatran and Electivire sponge them, and get free stat boosts.

Weavile
Jolly nature/ item- Choice band
EV - hp 42/atk 252/spe 216/

- Pursuit
- Ice shard
- Low Kick
- Ice punch

this is my revenge killer, Weavile is good at revenge kill, the likes of Salamence, other dragons, ghosts, and beating tyranitar with low kick.

please rate my team, and help me find a good Lead for my team...
 
Please expand your descriptions as they're definitely not up to rule 3:

All Pokemon should have a good reason for being in your team anyway, so why not post that reason? If you are having trouble with this one, start by giving an explanation for each team member. Why are they there? What role do they serve? How do you get them in? Then, give an explanation of how you would open with the team and how you would go about using it. All of these things help people rate your team and allow us to offer more helpful advice.

This does not mean add one sentence saying "Standard x" or "all-around awesome" after each Pokemon. If you put thought into making the team, you can put thought into posting it.
