Power Herb? It makes 2-turn charge moves go in one turn (like Solarbeam or Skull Bash). It has nothing to do with any of Scizor's moves and it never allows you to go first.
Tri-Attack> Hyper Beam always. Hyper Beam will only KO Blissey if you Nasty Plot, which you obviously can't do because you're Scarfed.
Anyways, this team is a bunch of sweepers with no real defense. You'll never get Scizor to pull off a Baton Pass with all the Skarmorys, Hippowdons, and Swamperts around so you really need to rethink this team and most likely replace most of the Pokemon.
For example, if you like Baton Passing Attack and Speed, you can try Gliscor, since it learns Swords Dance and Rock Polish, but also Taunt to stop Roar/Whirlwind.

You can keep CScarf Porygon Z as a revenge killer or switch in on expected Shadow Balls. What a glass cannon..
I suggest Flamethrower over Overheat and Nasty Plot over U-Turn, but that's preference.
Tyrniboah runs through this team. I strongly suggest a physical wall such as Gliscor.
Also, do you really find yourself able to pass agility and sword dance? I say pick one, preferably agility, and run with it.

1) nasty plot build is in the analysis. go to smogon main page > strategy pokedox > porygonz. Silk Scarf only applies to normal attacks, i.e. Tri Attack
2) Item Clause, no duplicate items may be used, is not used in ladder play.

There is a set for Nasty Plot, but He may not survive a hit.
Go Modest with that moveset.
Adapt: as an ability means Tri-Attack BASE attack is 160. (With Stab)
And Silk Scarf adds 10% more[(?) or .02?)]
Even though Tri-Attack will NEVER score a super effective hit against anyone, its a very powerful attack with the Right ability and EV's . I wont talk about EV's though.
