The general sentiment regarding RBY Lower Tiers has been relatively negative in the past couple of months. The old NU meta was very enjoyable, and people don't like the state of current ZU. Because of this, the RBY Lower Tiers leaders (me, Wanted in 49 States, Maris Bonibell) have decided to retroactively undo the 2026 tier shifts and indefinitely lock all RBY Lower Tiers. In other words, we are going back to the metas that were played in RBYPL VI.

Furthermore, Partial Trapping was banned before the FIGHT button was implemented. We would like to see if Partial Trapping is still broken with the new mechanics. We also want to give Rapidash a chance in PU with the new FIGHT button implementation, so Partial Trapping is unbanned from all RBY Lower Tiers, and Rapidash is unbanned from PU. Agility + Partial trapping still remains banned from all tiers.

To summarize, here are the tiering changes:

UU to NU: Moltres
UU to PU: Rapidash
NU to UU: Tangela, Golem, Electrode, Kadabra, Tentacruel, Omastar, Dewgong, Vaporeon

PU to ZU: Primeape, Magmar, Scyther, Pidgeot
ZU to PU: Machamp, Wigglytuff, Pinsir, Kingler, Nidoqueen, Vileplume

As mentioned earlier, we are indefinitely locking all lower tiers for the time being. They were all in an enjoyable state before the 2026 VR updates, so we see no reason to change them or shake them up. We may re-evaluate this decision later down the line if the tiers stagnate, but it is very likely that the tiers will remain in this state for the foreseeable future.

we (yes WE) are also going to be banning confuse ray + accuracy lowering moves from all rby low tiers. they have absolutely zero place in any metagame and just serve to make the game more luck-dependent

While we're doing this, can we also unban Baton Pass in RBY? I don't see why we should limit ourselves to following later generations' lead, just because the move doesn't exist
 
I think this is a great decision, paves the way for applying Tradebacks optimally, good job
