Most of the time, when you bring in a hazard setter like Forretress, your opponent will take this as an opening to setup. At this point, you can keep laying entry hazards (and most likely get swept), or switch to a counter. However, Red Card fixes this problem (to an extent). since Forretress already has sturdy, it doesn't need a focus sash; the default item would be leftovers, but Forretress doesn't have that many walling capabilities. This would mean Forretress isn't losing anything important when you're replacing whatever it has with Red Card. Simply switch in Forretress and start laying down hazards. If your opponent attacks, Forretress lives from Sturdy, and can at least use Stealth Rock. If your opponent switches to a sweeper, simply continue, until the sweeper attacks, and loses all it's boosts when it gets switched out by Red Card.
Unfortunantly, this does turn Forretress into a suicide setter, since it can only do it's job if it stays in, and if it stays in against a sweeper, it's sure to be KO'd. This does prove that Red Card is somewhat viable, but can it be used with other pokemon?
