What is the bug?
In Gen 9 (I have not tested other gens), using counter / mirror coat in a double battle should redirect the counter to the other opponent if the attacker that it would have targeted has fainted.
As can be seen in the replay below, this does not happen:

Here's a video of how it works in scarlet violet. (I also tested with explosion itself, and with the other counter -like moves).
I think this is pretty high impact, given that it impacts the doubles format, and smogon is used to test VGC. While I'm not sure how relevant counter and mirror coat are, this is an interaction that isn't so niche that it's unlikely to ever come up.
Are you able to replicate it? If so, how?
1. Begin double battle
2. Select counter with one pokemon
3. Have an opponent damage the pokemon that clicked counter
4. Choose a move with either of the other 2 pokemon else that will cause the pokemon attacking the counter user to faint
5. Observe that counter will redirect to the other opponent
