RMT - Trying a new lead, advice needed

Hello everyone. This is the first team I have ever posted on the site, but I have been lurking here for awhile. The basis of this team is to stop other leads from setting up SR right away with Starmie, who can also do some decent damage. Aside from that I have a lot of other sweepers who can get the job done. Originally I had Heatran over Infernape, but Infernape seemed to do better for the team. I'm unsure of which set to use for Salamence, and any advice at all on the second Pokemon or the team in general would be great. Thank you for your time, good Smogon members.

Starmie: The Anti Lead
Nature: Timid
Ability: Natural Cure
Item: Life Orb
EVs: 252 Spd, 252 Sp.A, 4 HP

Surf
Grass Knot
Ice Beam
Rapid Spin

I have not tested this much yet, but I wanted to try this out. Starmie could also be used in a different spot if you guys think a different Pokemon would make a better lead. I've been heavily considering what would be better, having a SR Lead and having Starmie in Slot 2, or leading with Starmie... thoughts? I feel like Starmie could be a great lead if used to stop SR from being set up while also damaging/hopefully KOing the opposing lead. Then again, there are always good SR leads I could start with and have Starmie come in later to Rapid Spin if needed. Rapid Spin really helps Mence out, as he takes a big hit from SR.

2nd Slot: Open to suggestions. I was thinking maybe a defensive Gliscor that could Rapid Spin or maybe Rhyperior or Skarmory...something with Rapid Spin. But I am open to suggestions... I was really considering a defensive Gliscor, but I'm not sure how well that would work. Not many people seem to use Gliscor.

Choice Specs Jolt hits incredibly hard and has served me well many, many times. Baton Pass allows for scouting, it may seem pointless to have on Choice Specs, but I like the option for scouting. Also, Jolteon is an incredibly fast Pokemon, and has proven its worth to me time and time again. It outspeeds nearly everything that isn't scarfed or boosted, and will often come through in a pinch. Under the right cercumstances, Jolt is able to sweep entire teams, or clean up what's left.

Nature: Adamant
Ability: Inner Focus
Item: Life Orb
EVs: 252 Spd, 252 Atk, 4 HP

An awesome sweeper. Normally comes out late game to clean up. SD Lucario hits like a champ, and is one of the best Pokes on this team in my opinion. Late in the game, there may be no better sweeper than SD Luke.

EVs: 252 Atk, 192 Spd, 64 Sp. A

A great mixed sweeper, and has found a nice niche on my team, taking out Pokes that give me trouble and breaking holes in enemy defenses to allow Lucario or someone else to set up. He is a bit on the frail side, but he makes up for it by being able to revenge kill often, and take out what the rest of the team fears.

Ability: Intimidate
Item: Choice Scarf
EVs: 252 Atk, 176 Spd, 80 Sp. A

Trying out Scarf Mence here, but open to suggestions... I feel a Mence that could out-speed a lot of Pokemon would be deadly, but I'm not exactly sure the best Mence set to use.

Well, as you can see, there's a lot of loose ends to be tied together with my team, and I'm hoping you guys can help me out with that. Overall I love the team and it has done very well so far. Please let me know what you think!
 
From the RMT rules after its fixed uup people are more likely to rate

2. Do not post incomplete teams. If you are smart enough to pick five Pokemon, you can easily pick another one. If you are smart enough to pick nine, you can easily cut that down to six. Make sure to include natures, EV spreads and items. If you are unsure of your selections, make a note of this or simply add a question mark after them so team raters can help you focus on perceived problems first.
3. Have some actual words in your post beyond your six Pokemon and their moves. Not following this makes your post quite boring to read and rate. All Pokemon should have a good reason for being in your team anyway, so why not post that reason? If you are having trouble with this one, start by giving an explanation for each team member. Why are they there? What role do they serve? How do you get them in? Then, give an explanation of how you would open with the team and how you would go about using it. All of these things help people rate your team and allow us to offer more helpful advice.

This does not mean add one sentence saying "Standard x" or "all-around awesome" after each Pokemon. If you put thought into making the team, you can put thought into posting it
