I’m not entirely sure but I think Magnifying Glass raises accuracy by 30%, giving Thunder, Focus Blast, and Hypnosis 91 Accuracy, more than enough to hit almost all the time. Nice special sweeper. Leftovers isn’t great on sweepers, so I think this item would be the best choice…

Timid is preferable on Gengar. Magnifying Glass is only a 10% boost so Hypnosis, Thunder and Focus Blast will be only 77%.

Go with Stone Edge over Crunch on CB Garchomp since it'll do a lot to Gyarados, who is otherwise a decent counter to him. If you go with Outrage save it until mid to late game or you'll get locked in and taken down too easily. I tend to prefer Choice Scarf when using Outrage. Jolly nature for Choice Band, Adamant for Choice Scarf.

Watch out for Gyarados since it can OHKO Gengar after a Dragon Dance, although Blissey can survive and Thunderbolt it but won't enjoy switching in.

You've got some serious flaws in your threat list. Gengar is in no way a counter for Tyranitar, it will die to Crunch and Stone Edge in one hit. A counter has to be able to switch in. Go through your list again and ask yourself if the Pokemon you listed can safely switch in to what you think they can counter.
