Great lead, gets stuff to sleep, gets Toxic Spikes down. Leaf Storm is for a powerful STAB and HP Fire is to take out those nasty steel types. I've been considering HP Ground for the ever-obvious Heatran switch in but HP Fire seems to work. Focus Sash is to assure it gets something to sleep at least in case the opposing lead is faster or has a lum berry.

This is Technician Scizor and it is amazing. SD+Quick Attack from a Technician boost does a lot more damage than you might think. X-Scissor is for STAB but I've been considering Brick Break to deal with Magnezone better. He also lures out the fire attacks to give Heatran a potential flash fire boost.

ScarfTran is pretty awesome. Gave it maximum speed and a Timid nature and the rest is pretty standard. Explosion for those annoying as hell Blissey's.

YacheChomp is evil and a great Pokemon. This is pretty obvious how it works. SD up and sweep.

Sub-Cune is absolutely amazing. I've been considering HP Electric over Ice Beam for Taunt Gyarados but right now it seems to be working fine.

Deoxys-e @ Life Orb

This is your late-game cleaner and arguably one of the best at it. I went with Shadow Ball over Psychic STAB because this teams has some issues with Life Orb Azelf. After Toxic Spikes damage and everyone else wearing it down Deoxys comes out and just rips teams apart.
 
This is a really great team, but I have some recommendations which I believe will make it more consistent.

First, HP Fire on Roserade is a great nasty surprise for forry, skarm, lucario, etc, however it does require that you have a Speed IV of 30 instead of 31. For this reason, I suggest giving it just enough to outspeed neutral-natured base 100 pokes--232 speed EVs (or 236 if you want to outrun pokes who try to outrun base 100s), and putting the rest into Roserade's Hit Points. The increase in HP isn't much, but most players run HP Ice, so you will be outsped by them anyway. Roserade's high SpDef could make the extra HP useful, too!

Although you have only 1 Ground weak pokemon, the fact that you have zero resists/immunities could create huge problems with Garchomp, Gyarados, and other common EQ users. To fix this I suggest you drop Scizor, who unfortunately fails against a lot of common pokemon (Zapdos, Skarm, Heatran, Bulky Waters, Salamence, and more) and pick up a shiny new Bronzong. It may seem like a defensive pokemon, but Bronzong is actually incredibly useful on offensive teams. It will provide you a consistent counter to mamoswine, and will help immensely with Garchomp. It will also provide you with a much-needed SR user to help deal with Gyarados and Salamence, who can both hurt this team badly if they have Dragon Dance. Explosion is also really helpful for taking down problem pokes, or getting you out of a tough spot.

Since you already have a sleep user, you can run Gyro Ball / Stealth Rock / Explosion / Reflect OR Light Screen. Screens will be a huge help with Garchomp and Suicune's set-ups. As far as EVs/nature, I believe a bias towards physical defense would be most useful.

I think you could afford to drop the Scarf on Heatran in favor of Lefties or Life Orb, and give it HP Electric or Toxic over HP Ice. While this isn't explicitly a Gyarados counter (and you definitely need something to beat it), it easily lures Gyarados into a KO. In addition, it would help your suicune sweep by getting annoying Vaporeons and enemy Suicunes out of the way.

Substitute Suicune certainly is amazing, however it would be a mistake to not at least test the more standard Rest / Sleep Talk / Calm Mind / Surf. It would give you a status absorber, if nothing else.
