The biggest benefit to using Rotom-C is its nearly unblockable Volt Switch. Rotom-C's Speed and STAB Leaf Storm prevent Ground-types from reliably denying it from generating momentum, and, although plenty of Pokemon take negligible damage from its attacks, they cannot prevent it from freely pivoting and bringing in terrifying wallbreakers. Add Nasty Plot into the mix, and you've got a Pokemon with great use at every stage of the game, be it pivoting and slowly chipping away at checks early- and mid-game or cleaning teams with boosted attacks late-game. Furthermore, Choice Scarf Rotom-C is a very competent revenge killer, can catch faster threats like Talonflame and Salazzle off guard, and retains sweeping potential with Nasty Plot if it uses Trick to cripple a check. Despite all of this, there are still solid defensive stops to Rotom-C like Dragalge and Celebi that prevent it from easily sweeping teams and lower the impact of repeated Volt Switches. Additionally, because Rotom-C's Speed tier isn't all that impressive, aggressive double switches into faster revenge killers like Drapion and Salazzle can keep it from continuously generating momentum with Volt Switch. Choice Scarf sets also struggle with this, especially against Protect users like Vaporeon.

If you wish to have a more consistent attack to lock into, though, Thunderbolt is a good alternative to Nasty Plot that does more damage to Salazzle and can't miss versus Water-types like Starmie. Even Defog can be used if you need to compress a revenge killer and entry hazard removal into one teamslot, but it's a terrible move to lock into.

I would add right here or at some point in the overview how this allows for it to make for a great teammate with some of the tiers strongest wallbreakers. You touch on how Celebi, Dragalge, etc. wall it, but that walling is not going to do much if they get volted on into Exploud or CB Golurk or CB Drapion etc. types that can go to town promptly.

I would mention in set comments that running bulk is very much an option, especially if using Will o Wisp for physical attackers. Low HP stat can go a long way. Does not have to be anything too much, just an add-in sentence.

Scarf set = good

I would move Yache atop the OO. It has seen a decent amount of use and it is mad practical given how nuts people are on SS Toise. Specs I have only seen a small handful of times and usually runs into the same checks as normal, which is tough.
